Description
The New Mexico Veterans Affairs Health Care System (NMVAHCS), 1501 San Pedro Drive SE, Albuquerque NM 87108, intends to negotiate a sole-source commercial (FAR Part 12) services contract with Betterton Technical Services, a small woman owned business that is located at 3647 Arboleda Seda, Albuquerque, NM 87111, in accordance with FAR Part 6.302- 1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-04. The contractor shall provide the VA Cooperative Studies Program Clinical Research Pharmacy Coordinating Center (CSPCRPCC) with Needs Assessment Training, Coaching, and evaluation in Project Management with specific emphasis on work and Work & Schedule Forecast System that has been developed In-House. This is considered to be sole source because this is a continuation of work that has previously been completed at the CSPCRPCC to implement and deploy project management practices and techniques in a Government Clinic Trials Research environment. The local vendor also has the ability to respond to our pharmaceutical project management teams within 24 hours and our strategic planning teams within 72 hours. Although the practices of project management are fairly standard, implementation of specific techniques suitable to this environment are complex and customized. Betterton Technical Services is uniquely qualified to provide the Work & Schedule Forecast system that is utilized by this facility. The vendor also has knowledge of ProQuis, Excel, MS Project, and has the ability to provide the Work & Schedule Forecast System and is familiarity with the process of clinical trials research. All work will be performed at the VA CSPCRPCC location in Albuquerque, New Mexico. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This notice of intent is NOT a request for competitive proposals. Parties may identify their interest to the Contracting Officer no later than 1400 Mountain Standard Time, August 4, 2005. A determination by the Government not to compete the action based on responses is solely within the Government's discretion. Information received will be for the purpose of determining whether or not to conduct a competitive proposal. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of NMVAHCS.
