Description
The National Institute of Allergy and Infectious Diseases (NIAID), Acquisitions Management and Operations Branch (AMOB) has a sole source requirement for assistance in the establishment and maintenance of an Emerging Infectious Diseases Clinical Research Network (EID CRN) in Southeast Asia. The services necessary for this requirement include, but are not limited to: the establishment of clinical research sites; development and monitoring of quality control systems; providing expert scientific advice regarding clinical study/trial design, protocol development, implementation, and logistics; and providing training to support the EID CRN in Southeast Asia. NIAID anticipates the award of a five year cost plus fixed fee/completion type contract beginning on or about September 30, 2005 to Oxford University at the Hospital for Tropical Diseases in Ho Chi Minh City (HCMC), Vietnam on a sole source basis in accordance with FAR Part 6.302-1. Oxford University at the Hospital for Tropical Diseases in HCMC Vietnam is the only responsible source for this requirement. Oxford University is currently the only potential contractor who possesses the ability to collaborate with the existing clinical research capacity in Vietnam and has the potential to prepare and implement a human Avian Influenza (AI) treatment study by early 2006. The HCMC Oxford Unit has been in existence for over 10 years and has crucial local and government relationships. Oxford has established a working collaborative relationship with three sites in Vietnam, one in HCMC and two in Hanoi, for future influenza studies. These sites are essential to the success of the initial clinical research network. In addition, Oxford has: existing clinical research sites in Vietnam that have given them experience in conducting therapeutic clinical trials in AI; established real time PCR diagnosis of AI; the ability to establish a reference laboratory for real time diagnostics; the current expertise and capacity to establish a reference lab for pharmacokinetics; the ability to train technicians in real time AI diagnosis; the authority to transfer funds and transport equipment to and within Vietnam; and existing relationships and approvals with the Vietnamese Ministry of Health and Vietnamese government to conduct clinical trials research in Avian Influenza. The time and resources that would be required for another firm to develop these types of relationships and skills would be prohibitive to the efficient implementation of this program. For these reasons NIAID believes that no offeror can fulfill the existing needs for the support of the establishment and maintenance of an EID CRN in Southeast Asia.
