Description
Design-Build Culverts ERFO 2005. Project consists of: (1) designing, furnishing, installing and constructing the fill, for four(4) Q100 culverts at: milepost 17.5, Rd. 2900 (approx. 60?x100?); milepost 18.9, Rd. 29 (approx. 96? x 112?); milepost 20.4, Rd. 2900 (approx. 72?x100?); and milepost 8.3, Rd. 2918 (approx. 60?x80?); and (2) designing, furnishing and installing a down drain with anchors and repairing the fill, at M.P.19.25, Rd. 2900 (approx. 120?x30?. Work items include erosion control, traffic control, clearing, excavation, embankment, riprap and other associated work. Forest Service will supply culvert diameter, survey and site plan. The government will proceed to issue a Request for Proposal (RFP) Solicitation restricted to HubZone small business concerns. If an acceptable offer is not received from a certified HUBZone small business concern, offers from non-HUBZone small business concerns may submit offers on or before September 15, 2005. Offers will be evaluated on price, experience, and past performance. Each contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government estimated value is between $250,000 and $500,000. The projects are located on the Olympic National Forest, Pacific Ranger Districts. Travel approximately 2 miles northeast of Forks, Washington, and 23.3 miles northeast of Forks, Washington. The contract performance period is two (2) years. The operating season is from 7/15 ? 10/30. In-stream work, at all five sites, is only permitted between 7/15 and 8/15. Performance and payment bonds are required for this project. Davis-Bacon wage rates apply to this contract. The proposed contract-type is firm-fixed price. This solicitation will be available on or about August 15, 2005. All responsible sources may submit an offer which will be considered by the government. A pre-proposal meeting and site visit will be conducted on Thursday, September 8, 2005, at 10:00 AM, local time. The meeting will be held at the project site located on Rd 2900 MP 17.5 then to MP 20.4 and 19.25. We will proceed from there to the site on Rd 2918 MP 8.3.
