Description
The National Aeronautics and Space Administration (NASA) High Altitude Long Endurance Remotely Operated Aircraft (HALE ROA) Project at Dryden Flight Research Center (DFRC) has a need for a Contractor to develop a CFD-based nonlinear aeroelasticity computer code. NASA/DFRC intends to procure this task to UCLA, 48-121 Eng. IV, 420 Westwood Plaza in Los Angeles, California 90095. This task seeks (1) to develop a CFD-based methodology for calculating static and dynamic aeroelastic stability of flight vehicles with large structural motion, based on a geometric nonlinear finite element implementation of the Direct Eulerian-Lagrangian Method. A general nonlinear composite finite element model of a representative composite HALE wing will be formulated. The model will consist of nonlinear composite plate elements to represent skins and spar webs. The tasks involved in this work shall include Software Development. In this task, the theoretical development of the method for the general nonlinear composite plate finite elements will be implemented in the nonlinear aeroelastic code. This computer code will be developed using FORTRAN. Documentation. In this task, we will develop theoretical and user documentation for the software, as well as a research paper documenting the method. Contractor travel to Dryden Flight Research Center, Edwards, California is authorized. The number of trips is estimated to be three (3) or as designated by NASA. A progress report every three (3) months after the first year contract award will be needed. FORTRAN version of software and demonstrated on analytically defined test case. (12 months after contract award) Software theoretical and user documentation. (12 months after contract award) The Government intends to acquire a commercial item using FAR Part 12 and 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on ___8/11/05________. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
