- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Statement of Work For Biosurety Program Specialist 1. Description of Services: The Walter Reed Army Institute of Research (WRAIR) Biosurety Office, located at 503 Robert Grant Avenue, Silver Spring, MD 20910 has a requirement for one fully qualified Biosurety Program Specialist. The Biosurety Program Specialist will perform duties as assigned by the Biosurety Program Manager who will also evaluate his/her ability to perform the duties identified in the following Scope of Work 2. Scope of Work: The contractor shall provide one fully qualified Biosurety Program Specialist to perform the following duties as assigned by the Biosurety Program Manager: a. Manage the Biological Select Agent/Toxin (BSAT) Inventory to include developing a database and maintaining 100% accountability of BSATs within the facility. b. Manage and administer the Biological Personnel Reliability Program (BPRP). c. Prepare Standard Operating Procedures (SOPs) for the WRAIR Biosurety Office. d. Conduct laboratory inspections for safety and security regulatory compliance. e. Maintain up to date Center for Disease Control (CDC) applications, permits, personnel databases and other Biosurety records. f. Conduct training of personnel in Biosurety related topics. g. Perform basic administrative office duties such as typing, filing, answering phones, customer service, etc. h. Perform other miscellaneous job-related duties, as assigned. 3. Educational Requirements: The Biosurety Program Specialist shall have a Bachelors Degree in Safety, Security,Business or Program Management related discipline. 4. Experience Requirements: The Biosurety Program Specialist shall have: a. Documented experience and knowledge of Biological Select Agent/Toxin Safety. b. Documented experience and knowledge of Personnel and Physical Security Regulations. c. Documented experience and knowledge of Inventory Control Management. d. Documented experience and knowledge of Microsoft Office Software to include the ability to produce databases, spreadsheets, presentations, etc. 5. Security Requirements: The Biosurety Program Specialist must obtain and maintain a Secret Security Clearance and also meet the requirements for the Biological Personnel Reliability Program that is required by AR 50-X. 6. Training: The Biosurety Program Specialist shall attend all on-site Government training that is required for employment at this facility. 7. Duty Hours: The Biosurety Program Specialist shall work eight hours per day, five days a week, with the exception of Federal Holidays. End of Statement of Work This is a 100% small business set aside and only proposals received from small businesses will be accepted. The Government will accept proposals ONLY from GSA Schedules. The Government anticipates the award of a Labor Hours Contract based on an estimated 2 080 hours per man year, with four renewal Option Years. All offers received will be evaluated under the Best-Value Evaluation criteria listed below. NAICS: 561210, w/$30.0 Mil; SIC Code: 8744. Evaluation Criteria (a) The Government will award a Contract to the responsible offeror whose offer will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Significant Evaluation Factors in descending order of importance: 1. Experience: The candidate shall have documented experience and knowledge of Biological Select Agent/Toxin Safety; Personnel and Physical Security Regulations; Inventory Control Management; and Microsoft Office software to include the ability to produce databases, spreadsheets, presentations, etc. 2. Education: The candidate shall have at a minimum a Bachelors Degree in Safety, Security, Business or Program Management related discipline. 3. Past Performance: The candidate shall provide names, addresses and contact numbers for references who have first-hand knowledge of the candidates ability to provide the same or very similar services. Experience and Past Performance and Education, when combined are significantly more important that Cost or Price. Evaluation Rating Standards: RATING RATING DESCRIPTION: ADJECTIVE To receive this rating the proposal must satisfy to the fullest EXCELLENT extent those characteristics identified in the scope of work listed above. The proposal shall represent proven methods and shall be presented in extensive detail to assure the evaluator that the requirement is fully understood. The proposal has a high probability of meeting the requirements. To receive this rating the proposal must satisfy all the characteristics GOOD identified in the scope of work listed above. The proposal represents a methodology in sufficient detail to assure the evaluator that the requirement is fully understood. The proposal has a good probability of meeting the requirement. To receive this rating the proposal must adequately meet the ACCEPTABLE requirements identified in the scope of work listed above and is presented with at least minimal detail to assure the evaluator that the requirement is fully understood. The proposal has a satisfactory probability of meeting the requirement. To receive this rating the proposal has been presented with minor MARGINAL omissions or misunderstanding of the requirements identified in the scope of work listed above which could be corrected or expanded without a complete revision of the proposal to assure the evaluator that the requirement is fully understood. There is a significant risk in meeting the requirement. To receive this rating the proposal has been presented with major UNACCEPTABLE omissions or misunderstandings; or has been completely omitted and has inadequate detail to assure the evaluator that the requirement is fully understood. The proposal does not meet the requirement without major revisions. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbala nced. Evaluation of options shall not obligate the Government to exercise the option(s).
