Description
This is a combined synopsis/solicitation for a commercial item prepared IAW FAR 12.6 and supplemented with additional information as included in this notice. This announcement constitutes the solicitation; proposals are due by 4 August 05, 12:30 PM. MDT. This solicitation document and incorporated provisions & clauses are governed by FAC 2005-04. This solicitation is a Request for Propsal (RFP) and is 100% small business set-aside. NAICS Code is 541513, dollar $21,000,000. Proposals are requested for Solicitation FA2543-05-Q-0013. Buckley AFB Engineer Analyst/Administrator Position Work. The period of performance is 60 days. The work required under this position will be done at Buckley AFB, CO in government provided facilities and includes the following job responsibilities: Special Skills/Certification:Required: Microsoft Office, Dynamic Data Exchange Interface, DDC control systems,ORCA data base and a minimum of two years hands on experience using DELTA ORCA system management and control hardware and software including certified DELTA training. Writes code using different software for HVAC direct digital controls and maintains all files on data base for a system consisting of high-speed peer-to-peer Delta Controls ORCA network control panels and Delta DSC Peer-to-peer series system controllers. Makes back-ups of entire database on CD once a month and insuring that the database is not corrupted. Make sure all upgrades, and any changes to the network are identified and added to the database, so not to corrupt, or to prevent down time. Transferring information to all computers assigned to this network. Insure proper maintanence, such as uploads of NCM?s (Network Control Moduals) to make sure all information is current and up to date. Use of a variety of software tools to insure that the NCM?s are at their peak performance. Also maintain and update drawings as needed and must inspect configuration files to insure DDC controls are working at their highest efficiency, and basic processes are controlling correctly. Maintains Graphics so that control, and HVAC personnel can better understand how the system works. Trains all control technicians using schematics in a lab controlled environment, so they can better understand how hardware and software are tied together. Train HVAC personnel on all aspects of troubleshooting DDC controls using a laptop. Train HVAC personnel to check, calibrate sensors, actuators, and all other hardware using a handheld or laptop computer. Responsible for energy management and control, insuring that the ORCA system will be programmed for optimal start/stop of all HVAC equipment, night setback and night purge control, precool, and weekly and annual start/stop scheduling for all equipment. Will ensure that the Delta controls system will provide direct digital control of all air handling devices by maintaining discharge air temperature, and airside economizer controls. Maintains drawings and graphics using a variety of software. Ensures that computers are up to date with the latest revision of software, that is used to program DDC controls. Writes processes to improve system reliability and updates Metapage alarm limits. Uses test instruments and equipment; accurately interprets diagrams, schematics and technical orders to determine the existing control strategies for revision. Uses software to properly replace, upgrade and modify EMCS control systems. Periodically upgrades old control systems to new DDC controller so they operate more efficiently. Coordinates with each building manager for reconfiguration of occupancy schedules for optimum starting and stopping of HVAC equipment. Implements a demand shedding program that incrementally reduces kilowatt demand on demand from local utility. Maintains software programs for calendar year changing of space temperature setpoints between winter and summer. Programs new and maintains existing pulse initiating devices for facility gas, electric and water meters to identify current usage and target high density users. Maintains existing network and design future additions to network. Manages IP addresses for the network. Maintains routers, Ethernet switches, and converters on the network. Maintains all passwords to be used on network.Accurately inspects services rendered by EMCS contractor to insure government receives what is required in the contract.
