- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA Southwest Fisheries Science Center (SWFSC), National Marine Fisheries Service (NMFS) located in La Jolla, CA has a requirement for a contractor to provide logistic planning and seabird research at Admiralty Bay. The contractor shall: 1. provide input based upon his experience in participating in field operations, to establishing and maintaining field camp in Admiralty Bay, Antarctica and assist in the transfer of materials, supplies and equipment from research vessel to Admiralty Bay; 2.) use his prior research experience at Cape Shirreff in 2004-2005 to assist in completing the various aspects of the research at Admiralty Bay. The contractor shall assist in the collection of penguin and seabird reproductive, growth, abundance and distribution and survival data. The contractor shall assist in the penguin and seabird reproductive studies in weighing penguin chicks, banding penguins, obtaining stomach samples and placement of radio transmitters. The intended acquisition if for services for which the government intends to acquire from one source under the authority of 41 USC 253 (c) (1), Only One Responsible Source. The government has identified Jefferson Hinke as the only source who can complete work under proposed contract. The government believes Mr. Jefferson Hinke is uniquely qualified to complete the task specified, he has previous field experience working with Antartica on penguins and has first hand knowledge working in a small self-contained research camp. A firm-fixed price order will be awarded with performance period from Sept 1, 2005 to Aug 31, 2006. This not a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to Jefferson Hinke without further notice. All interested parties must respond to this announcement within ten (10) calendar days of its publication. All responses must be in writing and may be faxed to (206) 526-6025 attention to Maria Mendoza. A firm-fixed price order will be issued with performance period of one year, start date estimated to be on or about Sept 22, 2005. This is a simplified acquisition with an estimated value of less than $100, 000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
