Description
The purpose of this amendment to the combined synopsis/solicitation is to provide all potential offerors with a copy of the questions and answers that have been asked and answered regarding this solicitation. Please note that the due date for proposals has been extended. See note 6 below.*** 1. What exactly do you mean by "phase-locked detection of the cantilever motion"? Does this mean frequency feedback to maintain constant phase? No, it was simply meant to indicate lock-in detection of the photodiode signal so that the phase as well as amplitude signal could be obtained. This was not clear as written.*** 2. What application requires the photodiode performance in the spec (3dB or less at 5MHz)? A primary use of this AFM will be to measure the frequencies of the resonant modes of the AFM cantilever when the tip is in contact with a sample. The third flexural mode of the typical cantilevers used (spring constant approx. 40-50 N/m) occurs between approximately 3 and 5 MHz. Note that our spec requires a bandwidth to 5 MHz without a specified rolloff. The spec mentioned by the vendor (3 dB or less at 5 MHz) is preferred only.*** 3. Why is the Z noise spec so high (0.25nm)? The primary application requires very precise control over the applied forces in order to make as accurate quantitative measurements as possible. Because most (if not all) AFMs operate in constant deflection mode instead of constant force mode, this spec was meant to represent force control. In scoring, a proposal will be awarded half the points for this category if it meets the stated spec. If the vendor can provide a better Z noise spec, the proposal will be awarded more points, up to the full number of points for that category.*** 4. Provide a list of "existing programs and files" that the AFM system computer must interface to. The programs and files mentioned are primarily LabView programs written in-house. The phrase occurs in a spec concerning the computer operating system. NIST computer policy requires that a computer have Windows XP or newer in order to be connected to the internal network, providing security/passwords, virus protection, ease of file access, etc.*** 5. What is the acceptance criteria for the system? Please provide acceptance tests and protocol. At the time of system installation/training, the NIST end user(s) will go over the specs given in the Solicitation jointly with the vendor representative on the installed instrument and determine if the specifications are satisfied.*** 6. PROPOSAL DUE DATE: The due date for proposals has been extended from Friday, July 29, 2005 to Wednesday, August 3, 2005, 4:30 p.m. local time.
