- The U. S. Department of Commerce/National Oceanic and Atmospheric Administration NESDIS intends to negotiate with Mooring Systems Inc., Cataument, MA., on a sole source basis in accordance with the authority of 41 U. S. C. 253 ( c ) ( 1 ) only source to provide services for the re-engineered tether components for the proposed Coastal MOBY mooring. Morring Systems Inc. has critical components of this tether which will be incorporate in the construction techniques and design aspects considered proprietary to the Mooring Systems, with over 14 years of MOBY deployments and design refinements. Critical components of this tether will incorporate construction techniques and design aspects considered proprietary to Morring Systems Inc. Morring Systems Inc. participation in providing these mooring components is critical to the survivability of the equipment. Redesign existing MOBY tether/flounder plate system to incorporate electrical conductors and electromechanical (EM) swivel to allow provision of power from the Mooring Buoy to MOBY. Offerors certain they can meet the requirement are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist. Note 22 applies.
