- Description
- The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) seeks the services of qualified firms to provide planning and implementation services for CNMPs over a period of 3 years for specific dairies in Southern San Joaquin Valley of California (includes Kings, Madera, Tulare and Fresno counties). The primary goals of a CNMP are to minimize the potential for ground and surface water pollution from dairy production area facilities and land application of manure. The CNMP addresses manure and wastewater storage and handling facilities, nutrient management and land application, runoff and erosion control. California CNMPs do not include the design of needed improvements but do include implementation assistance to the producer to carry our manure nutrient management actions. Firms must: 1. have access to staff who have expertise in manure systems engineering 2. have staff who are certified by the American Society of Agronomy as either a CCA or Certified Professional Agronomist 3. have complete understanding of how dairies and manure management systems operate 4. Demonstrate and/or provide evidence they possess the knowledge, skills and abilities needed to do the work described. Firms interested in providing these services are to submit: 1. Completed time estimate worksheet (time05.doc) 2. Completed bid sheet 3. Information that will assist with the evaluation of proposals in meeting selection criteria below Firms will be evaluated and ranked using the following selection criteria listed in descending order: 1. Professional qualifications necessary for satisfactory performance of required services 2. Knowledge of local dairy manure management practices 3. Specialized experience and technical competence in the type of work required, including experience in manure nutrient management, storage, transfer and treatment 4. Capacity to accomplish the work in the required time 5. Cost 6. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules The estimated price range is $100,000 to $250,000. The solicitation package will be uploaded to fedbizopps approximately 8/1/2005. Offers will be due by 2:30 p.m., local time, 8/29/2005.
