- NAICS Code: 541620 NAICS Code: 541620 This is a combined synopsis/request for quote for a Southeast Ocean Dredged Material Disposal Sites (ODMSDS) Sediment Profile Imaging (SPI) survey and report. This combined synopsis/request for quote for a commercial item is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Quotes are being requested and a written RFQ will not be issued. This requirement is a 100% small business set-aside. Offerors shall submit quotes in response to the Environmental Protection Agency (EPA) Region 4, requirement for: one (1) Quality Assurance Project Plan (QAPP) and two (2) SPI ocean surveys that will be conducted aboard an EPA furnished survey vessel in Southeast Florida. Offerors shall provide the necessary personnel and equipment to conduct and report on the surveys. One survey will follow a moderate sized maintenance dredging project (~75,000 cubic yards) and one will follow a major deepening project (~3 million cubic yards). Assessment will include: (1) spatial distribution of disposed dredge material on the seafloor; (2) physical changes in the seafloor as a result of disposal; and (3) evaluation of bethnic recolonization through the mapping of infaunal successional stages. The applicable North American Industry Classification System (NAICS) code is 541620 with a size standard of $6.0 million. The following clauses apply to this request for quote: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items, and the specific evaluation criteria is as follows: (1) Experience in conducting surveys utilizing sediment profile imaging at dredged material disposal sites. Offerors shall describe types of dredged material disposal projects monitored (e.g. project size, dredged material characteristics). Offerors shall also include characteristics of dredged material disposal sites surveyed (e.g. water depths and current regimes, geographic scope); (2) Experience in conducting surveys in water depths exceeding 200 meters and high energy environments; (3) Knowledge of Marine Benthic Community Dynamics and the response of benthic communities to the habitat change resulting from Dredged Material Disposal. Offeors shall include number of years of experience and provide list of peer reviewed reports on use of sediment profile imaging; (4) Past performance with Federal, State, and local agencies in performing marine benthic surveys. Offerors shall include project name, client, level of effort (e.g. cost of work, number of stations samples, number of surveys), whether the project was completed on schedule and within budget and any outcomes as a result of the work. The combined evaluation factors are more important than cost; FAR 52.212-3, Offeror Representations & Certifications- Commercial Items, shall be completed by offeror and submitted with quote, unless the offeror's registered with CCR; FAR 52.212-4, Contract terms & Conditions- Commercial Items; FAR 52.212-5, Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items; FAR 52.219-9, Notice of Total Small Business Set-Aside; FAR 52.219-14, Utilization of Small Business Concerns; FAR 52.222-35 Equal Opportunity; FAR 52.222-41, Payment by Electronic Funds Transfer-Central Contractor Registration; FAR 52.222-42, Service Contract Act of 1965, As Amended.
