Description

General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. The point of contact for this solicitation is Brenda Wishart, Contracting Officer, National Park Service, 12795 W. Alameda Parkway, Lakewood, Colorado 80228. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov CD copies of this solicitation may be made available. Check solicitation for contact information to receive CD. Responses will be due approximately 30 days following issuance of solicitation. Search by referencing the solicitation number N1211050909, Department of the Interior, National Park Service. Individual requests for solicitation packages will NOT be accepted. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. All vendors should pre-register to save time, by logging onto the Central Contractor Registry (CCR) at the Internet site at http://www.ccr.gov. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. " Proposed Solicitation Issue Date: August 8, 2005 " Title of Project: Replace Existing Court Facilities with a New Court House " Solicitation Number: N1211080909 " The NAICS code for this project is 236220 and the small business size standard is $28.5 million. " Description: The National Park Service requires a firm, fixed-price construction contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project. The project is located in Mammoth Hot Springs of Yellowstone National Park, Wyoming. Description of construction project: This project will construct a new 18,000 sf justice center facility. The site is accessible year round from the north entrance to the park and Highway 89. The new justice center will include a courtroom, judge's chambers, offices and restroom, a holding facility, attorney's conferencing facilities, public restrooms and secure document storage. The building will also house the park law enforcement offices, the US Attorneys offices and the US Marshal Service office. Funds for portions of the work will not be available until 2006. These items will be bid as options to the contract and will be awarded at a later date when funds become available " Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability in comparison to its price. " Estimated price range for the base and all options, $5,000,000 to $6,000,000. " Time for completion: 510 calendar days for the base, 90 for Option 1 " Proposal receipt date is approximately September 7, 2005 actual date will be established at the time proposal documents are available. " All responsible sources may submit an offer that will be considered. Responses from offerors will be accepted at the address listed in the solicitation in hard copy with the manual signature of the authorized company official. Facsimile offers shall NOT be accepted. The Government reserves the right to cancel this solicitation. Issuance of solicitation and possibility of award is dependant upon availability of funds.
