Description
The Government intends to negotiate, on a sole source bases, a Firm-Fixed Price acquisition with International Simulation & Training Systems (ISTS) for the A-10 Full Mission Trainer (FMT) Brief/Debrief (BDB) System in accordance with FAR 6.302-1(a)(2). This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior on behalf of the Air Combat Command (ACC) in accordance with FAR Part 12. The ACC is in need of the A-10 FMT Brief/Debrief System to provide networked visual and audio mission briefing and debriefing functions to support pilot mission planning and debriefing. The proposed acquisition is necessary to integrate the ACC A-10 FMT into the established Distributed Mission Operations (DMO) system. The ACC systems require 100 percent hardware and software compatibility with Air National Guard systems, plus seamless integration with the Air Reserve Forces Network (ARCNET) and the Distributed Mission Operations Network (DMON). ISTS is the sole provider of connectivity-engineering services to nine USAF locations worldwide for integration of A-10 FMTs into the ARCNET and DMON networks. These services support all USAF DMO requirements. ISTS has engineered unique, custom designed software-hardware protocols facilitating A-10 simulator connection to identify secure environments. These protocols are paramount in integrating the proposed ACC BDB system to ISTS maintained BDB baseline configurations and are required to assure commonality across all A-10 simulators.
