Description
Sources Sought Notice: The Air Force Flight Test Center (AFFTC), 412th Electronic Warfare Directorate, Edwards AFB CA has a requirement for a large aperture, high performance, multi-spectral, electro-optical (EO) collimation capability in the Benefield Anechoic Facility (BAF). Such a collimator in the BAF is needed to support the test and evaluation of present and future EO imaging and non-imaging sensors and systems. The purchase of a 24-inch diameter, 220-inch focal length off-axis parabolic mirror is the key element in achieving the capability. Physical Requirements are as follows: Off-axis parabola, 24 inch diameter in SORL mount, material is low CTE glass (Schott Zerodur, Corning ULE/TSG or equivalent), S2 cylinder finish of fine grind, manufactured per MIL-O-13830, mark cylinder with scribe and ?Vertex Side? to indicate vertex side of Off-Axis Parabola (OAP). Optical Requirements are as follows: 20 angstroms, 60/40 scratch dig, Figure: 0.05 wave rms @ 633nm, protected aluminum coating per MIL-13508C, Humidity, Adhesion, Moderate Abrasion, CA = 22 inches, 220 inch focal length, distance off-axis + 16 inches. Adequate testing and/or inspections will be performed by the supplier to meet the specified requirements. Provide a statement of supplier qualifications and evidence of previous contract success in meeting identical or similar requirements. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide (1) collimator with the requirements requested. Firms responding to this synopsis must identify their company?s capabilities to perform the requirements described herein, reference the synopsis number and indicate whether or not that they are a small or small disadvantaged business concern as defined in FAR 52.219-1. The NAICS code is 333314. The Small Business size standard is 500 employees. The information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Air Force. The Government does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price contract will be awarded in September 2005.
