- Description
- The purpose of this modification is the following: 1) Add the four lower level USAID Intermediate Results (IR) areas anticipated within the Justice Reform and Modernization Program. They are: a) IR 1.1.1: Effective National Implementation of the new Criminal Procedures (Accusatory System) Reform (CPAR) ?V including: improved inter-institutional coordination among justice sector entities; enhanced judicial school capacity to provide functional and specialized skills training for judges, clerks and court administrators; training of public defenders and staff in the new accusatory system; refurbishing and equipping priority courts, Judicial Service Centers and public defense offices, to conform them to the requirements of the new accusatory system. b) IR 1.1.2: Strengthened Court Administration and Management (CAM) ?V including, design and implementation of effective caseflow management and delay reduction systems that attend to the issues and complexities of fair case processing in primarily criminal court jurisdictions. c) IR 1.1.3: Increased Access to Justice (ATJ ) -- especially for the poor and disenfranchised ?V through expanded availability of public defense, legal assistance and alternative dispute resolution (ADR) services; also, modest expansion of regional justice houses in priority (isolated or conflict affected) jurisdictions. d) IR 1.1.4: Responsive Judicial Processes for Peace (JPP) ?V enhanced capacity of the Foreign Ministry, judiciary, inspector general office (Procuraduria) and public defense to effectively plan for and manage responses to transition to peace requirements through three sub-areas: ?X IR 1.1.4.1 Improved management of human rights cases in both national jurisdictions and international courts; ?X IR 1.1.4.2 Strengthened judicial processes related to demobilization of former members of illegal armed groups; and ?X IR 1.1.4.3 Support administration of new jurisdictions and processes for ??truth, justice and reparation??, as required by enactment of a ??Justice and Peace?? law and future implementing regulations. 2) Change the estimated ceiling amount from "not to exceed US$25 million" to "not to exceed US$20.5 million".
