- This Contract will require one (1) U.S. flag tug to provide harbor support services and ship handling for the Everett, WA area. It is for all tug requirements of the required Shaft Horsepower (SHP) that cannot be satisfied with government owned, controlled or time-chartered tugs (both current and follow-on contracts with essentially the same terms). Minimum Vessel Characteristics are: USA flag; 750 SHP; twin screw or better; surface configuration which prevents hull-to-hull contact with surface vessels; surface fendering which is non-marking, clean and sufficient to prevent metal-to-metal contact with surface or sub-surface vessels; lines and wires, and associated equipment sufficient to safely and efficiently perform the services under the contract; capstans/winches that are sufficient for services performed under this contract with minimum safe working loads of 7,000 lbs; navigation equipment which is the minimum required by the US Coast Guard to support safe navigation in reduced visibility and during submarine escort; and communication equipment that is the minimum required by the US Coast Guard for international waters.
