Description
The National Center for Education Statistics of the US Department of Education intends to acuire, on a sole source basis from SAS Institute Inc.; SAS Campus Drive, Cary, North Carolina, 27513-2414, a one year maintenance agreement for SAS?9 software. The NCES currently uses SAS programs: Base; AF; ETF; FSP; Graph; IML; STST; Connect. SAS?9 is a single, scalable platform providing a consistent, rewarding user experience. It offers integrated data management and predictive analytic capabilities that tell an organization not just where it has been, but where it should go next. It delivers the foresight and understanding that is required to outperform the pack. SAS?9 expands the definition of business intelligence, enabling enterprises to break through to a higher level of understanding, beyond the hindsight offered by traditional BI tools. SAS?9 is the only BI software that delivers these advantages: a) A single technology platform. The SAS Enterprise Intelligence Platform builds on an organization's existing technology investments to deliver high-quality information to every desktop or departmental server. This revolutionary platform provides a broad set of integrated software for unmatched data integration, easy-to-use business reporting and unparalleled analytics. b) Expanded access to analytics. SAS?9 reaches across the enterprise to deliver industry-leading SAS analytics for understanding an organization's business past, monitoring and communicating the present, and reliably predicting the future. (c) Targeted user interfaces. SAS?9 interfaces are "fit to task," designed and tailored to the varying skill levels and usage patterns of information consumers, domain experts, executives and technologists. The purpose of this procurement is to renew for one year the maintenance agreement. The SAS Institute is the only vendor that provides the maintenance license for this software. The Contracting Officer has determined that only one source is reasonably available for this effort. Sole Source authority FAR 13.106-1 is applicable. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact on or before the response due date. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. No contract award will be made on the basis of responses received; however, this information will be used in ED's assessment of capable sources. If an acceptable response is not received by response due date, ED will initiate negotiations with the SAS Institute.
