Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number is W9124J-05-R-1007 and is issued as a Request for Proposal (RFP). This acquisition is full and open competition. The NAICS code is 531110. The Government intends t o award a Blanket Purchase Agreement (BPA) for a term of 5 years starting on August 4, 2005 through January 1, 2010, with annual reviews and updates. The BPA may be renegotiated at the end of each agreement year, however, either party may terminate this a greement by giving thirty (90) days written notice before the end of the contract term. STATEMENT OF WORK: Contractor shall provide corporate housing to assist military personnel during their mobilization exercises in Ft. Hood, TX. 1. Provide 1, and 2, b edroom apartments. 2. All apartments must be fully furnished, to include living room, bedroom, and dining room furniture. Each apartment will be equipped with telephone (free local calling), a 25 color television w/extended cable service, high speed in ternet service, bed linen, bath towels, dishes, and silverware. Apartments should have washer and dryers. If apartments do not have washer and dryers, the complex should have laundry facilities on the property. 3. Common areas are serviced by janitoria l service at no charge to the soldiers, but soldiers will be responsible for cleaning their own apartments. 4. All apartment communities should be gated and soldiers should be provided access keys for those gates. 5. All apartment communities will be p hysically inspected by our Brigade S4 Representative. 6. All apartments must be located within a 20 mile radius of Ft. Hood, TX. INCREASE OR DECREASE OF QUANTITY: The government reserves the right to increase or decrease quantities of apartments required. Provisions of the following FAR parts apply to this acquisition 52.212-1, Instructions to Offerors; 52.212-2, Ev aluation - Commercial Items, with the following addenda: paragraph (a) is filled in with (1) Technical Capability to meet the government requirements with the following subfactor: (a) Past Performance; and (b) price. 52.212-3, Offeror Representations and C ertifications  Commercial Items, shall be completed and return with proposal; 52.212-4, Contract Terms and Conditions  Commercial Items; insert: 52. 212-5, Contract terms and Conditions to Implement Statutes or Executive Orders-Commercial Items, 52.252-2 Clauses Incorporated by reference, insert: http://farsite.hill.af.mil; DFARS 252.201-7000 Contracting Officers Representative, 252.204-7004 Required Central Contractor Registration Alternate A, 52.219-9, Small Business subcontracting Plan Alternate II, 52.219-8, Utilization of Small Business Concerns. The following Contract Line Items (CLINS) are applicable to this requirement. The quantities shown below are estimates not-to-exceed 150 apartments, 75 One bedroom apartments and 75 Two bedroom apartments. Remarks. (1) Proposals shall include: (a) A completed copy of the provision at FAR 52.212-3. (2) All responsible sources may submit a proposal which shall be considered. It is anticipated that award will be made without discussions; although, the governm ent reserves the right to hold discussions if necessary. (3) Proposals must be received by 20 July 2005 at 10:00 a.m. Central Time zone and reference the solicitation number. Electronic offers are encouraged. Collect calls will not be accepted.
