Description

The National Oceanic & Atmospheric Administration (NOAA), National Geophysical Data Center (NGDC) proposes to award a sole source contract under the authority of 41 U.S.C. 253(c)(1) to the University of Texas (UTD) for modification of the Special Sensor-Ions, Electrons, and Scintillation (SSIES-2) processing code to meet the needs of the Space Environment Group of NOAA. This project involves the extension of several extremely complex processing routines and custom codes written in multiple languages including C, FORTRAN, and PERL. Development of this project will include the following: 1) creation of code to convert NGDC binary format to RSDR; 2) test and evaluation of the results; and 3) installation of the developed code in an NGDC operational environment. Period of Performance shall be August 1, 2005 through June 30, 2006. The principal investigator will be Dr. M. Hairston, (UTD). Dr. Hairston is uniquely qualified to develop processing tools for these products because of the extensive experience and knowledge to the SSIES suite. UTD already has software in place that produced this data, as well as over thirteen years experience processing SSIES-2 data and they are in a unique position to write the code required for handling the SSIES-3 instrument.
