Environmental Protection Agency (EPA) intends to award a sole source purchase order to Perkin Elmer Life and Analytical Services under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to procure the following items: 1 # Q221031H Perkin Elmer ELAN DRC II reaction cell ICP-MS PN special MAS 2 # N8120541 Installation Solution 3 # N8122248 Chiller/Heater exchanger 4 # WE016558 Chem Chiller Coolant 5 # 09404818 Dell GX-280 tower 6 #W1008680 Mass Flow Controller 7 Trade-in discount for an Agilent 7500C No solicitations or request for quote is available. It has been determined that Perkin Elmer is uniquely qualified to satisfy the Government's requirement. Perking Elmer's equipment is capable of selectively removing or separating the analyte from the interferent due it's ability to operate at thermal or near thermal conditions. The DRCII allows for the analysis of krypton, a typical contaminant of argon gas used for the plasma, which interferes with the analysis of selenium. The DRC II can analyze selenium at mass 80. In addition, EPA's current software and exchange parts used with the Perkin Elmer ELAN 6000 ICP-MS and the autosampler are both compatible with ELAN DRC II reaction cell ICP-MS PN special MAS. Not withstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received by July 25, 2005 may be considered. A determination not to compete this proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
