- THE PURPOSE OF THIS PRE-SOLICITATION MODIFICATION IS TO CANCEL THE NOTICE OF INTENT SYNOPSIS AND OPEN THE REQUIREMENT AS A FULL AND OPEN REQUEST FOR QUOTE. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is for FULL AND OPEN COMPETITION. The North American Industry Classification System (NAICS) Code is 541611-Administrative Management and General Management Consulting Services. The solicitation number is PR-NC-05-10471, and the solicitation is being issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-04. A firm, fixed-price contract is anticipated to result from the award of this solicitation. This procurement is for Roundtable on Environmental Health Sciences, Research, and Medicine. Introduction The primary mission of Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Health and Environmental Effects Research Laboratory (NHEERL) is to perform high quality, peer reviewed effects-based research to improve the Agency?s ability to make decisions about the health risks associated with exposure to environmental contaminants. Roundtable activities are designed to be convening mechanisms for dialogue and exchange of scientific information among individuals, including government officials, who represent all sides of particular, broad-based issues of public policy. A Roundtable on Environmental Health Sciences, Research, and Medicine would provide a structured opportunity for the exchange of information and the identification of mutual concerns among interested parties in a nonadversarial setting. Members include representatives from federal agencies, academic researchers, professional societies, associations, and private industry. The Roundtable would not provide advice or recommendations on any specific issue or policy pending before any government agency. Background.The integral relationship between the environment and health necessitates the active participation of knowledgeable health professionals in both clinical and community contexts. Underlying the need for enhanced education of health professionals is the need for more research--research that will further elucidate the linkages that exist between the environment and human health-- and the development of more effective preventive and therapeutic interventions. Federal agency interest and support for research in this area (primarily from National Institute of Environmental Health Sciences (NIEHS), Centers for Disease Control (CDC), EPA, and the Department of Energy (DOE)) has been growing in recent years, as the importance of integrating environmental health into health care becomes recognized as an important objective. In its broadest sense, the environment is one of the major determinants of human health and well-being. Healthy environments promote individual and community health; unhealthy environments can create substantial morbidity, mortality, and disability, in addition to sapping the economic welfare of societies. The broad range of disease endpoints influenced by environmental exposures and the fact that these exposures can be controlled or prevented points to environmental health sciences research as one of the most promising means of improving individual and public health. This promise is rapidly being realized, in part, as a result of refinements in molecular biological techniques that enable scientists to enhance their understanding of the relationships between the environment and human health. These techniques, combined with traditional tools of environmental health research will enable scientists to define (1) how environmental exposures affect our health, (2) how individuals differ in their susceptibility to these effects, and (3) how these susceptibilities change over time. The challenge is to develop science-based health care and policy making that integrates advances in environmental health sciences and research. Scope of Work. The Contractor shall convene roundtables two times a year and twice in conjunction with small public conferences. The conferences shall be planned in accordance with company/institutional policies. The Contractor shall limit the Roundtable membership to 35; members shall be chosen for their professional perspective as well as their scientific credentials, and shall include: federal researchers and policy makers, industry representatives, academics, and consumers. The need for more in-depth and detailed discussions on specific topics is likely to emerge during the course of the Roundtable discussions. In order to appropriately address these topics, the Contractor shall sponsor no more than two small public conferences a year on topics agreed to by the Roundtable membership. In selecting conference topics, the Contractor shall consider the timeliness of the issues, the amount of information already available on the topic, and whether or not the Roundtable can offer additional information or a breadth of perspectives that would be useful to the discussion of the topic. In addition, the Contractor shall hold six regional Roundtable conferences. The Contractor shall provide a neutral setting for interested parties from the academic, industrial, consumer, and federal research perspectives to meet and discuss sensitive and difficult issues of mutual interest. The purpose is to exchange scientific information and discussion across sectors and institutions, and to illuminate issues, not resolve them. Specific agenda topics shall be determined by the Roundtable membership and shall focus on areas such as: enhancing environmental health in health care; clinical and environmental health research strategies; susceptible populations; and workforce and health professional education. The Roundtable will not provide advice or recommendations on any specific issue or policy pending before any government agency. The contractor shall submit summary reports from each Roundtable conference. The reports will not contain recommendations. Product and Dissemination Plan. The Contractor shall submit summaries of each workshop and quarterly status reports. The quarterly reports shall provide a summation of meetings and workshops held during said time period. Additionally, the reports shall include information on general planning, project development, changes within the Roundtable and its membership, and the preparation of workshop summaries. Summaries are due within 15 days after completion of a workshop and quarterly reports are due 15 days after close of the quarter. For the purpose of this contract, a quarter is defined as every 3 months from the effective date of the order. Facilities and Equipment for the Public Workshop. The Contractor shall provide all necessary personnel, facilities and equipment required for the proposed project. Period of Performance. The period of performance shall be twelve (12) months from the effective date of the contract. Proposal Instructions and Evaluation Criteria: The Government intends to award a single contract to the responsible offeror whose technically acceptable proposal represents the 'best value' to the Government. For this requirement best-value will be determined based on Knowledge and Approach to Statement of Work, Qualifications of Key Personnel, Past Performance and Price. The following is a description of each evaluation criterion, including information which must be included with your proposal. Knowledge and Approach to Statement of Work is significantly more important than all other factors. Qualifications of key Personnel and Past Performance are equal. A. Knowledge and Approach to Statement of Work: In responding to this RFQ, each offeror?s proposal must demonstrate a full and complete understanding of the requirements of the Statement of Work. The offeror must describe the plan to accomplish the scope of work, which includes, but is not limited to, the number of personnel to accomplish the work. Also, the offeror must identify the facilities/equipment/supplies to be used to accomplish the Statement of Work. The offeror must demonstrate how it proposes to overcome problems to produce a comprehensive and well-coordinated program. An offeror?s approach to conducting this support and overcoming any problems must be technically sound, logistically appropriate, and efficient. B. Qualifications, Work Experience and Availability of Key Personnel: Demonstrate capability of proposed Key Personnel to perform the Statement of Work, as evidenced by work experience, education and demonstrated ability and availability. Offerors shall submit resumes for the individual who is proposed/designated as Key Personnel under this contract. Key Personnel is the Project Director. C. Past Performance: Proposals shall be evaluated on performance under existing and prior contracts/subcontracts/orders for services similar to that described in the Statement of Work. For each project/contract/order, offerors must include in their proposal: (1) a list of contracts performed within the last three (3) years and those in process for similar work; (2) brief synopsis which includes the date the work was performed and the client for whom the work was performed (include client name and telephone number). The Government's evaluation shall focus on the quality of service and level of customer satisfaction. D. Price: The proposed firm-fixed-price for the entire project shall be provided. The Government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable. in accordance with FAR 15.404-1 (b). NOTE: All offerors are to include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certifications -Commercial Items.
