- The Internal Revenue Services is seeking sources who are interested in becoming potential subcontractors for REFM Logistics Services Most Efficient Organization (MEO) for the A-76 public-private competition referenced below. Your attention is directed to requirements for services listed in Section C of the draft solicitation TIRNO-05-R-00001 REFM Logistics Services, which can be found at http://www.irs.gov/opportunities/competitive/index.html under Current IRS Competitive Sourcing Business Opportunities. Vendors interested in being considered as MEO subcontractors must submit the following: 1) A capability statement limited to 5 pages. 2) A minimum of three (3) past performance references. The reference information shall include the type of contract, contract number, the customer (to include POC and telephone number), the dollar value of the instant contract, the period of performance, and a brief description of the work performed under the applicable contract. 3) For each area of interest in the above referenced solicitation, potential subcontractors shall provide the following information: a) The contract vehicle against which a potential subcontractor would propose performance. The vehicle shall be available for use by the Department of the Treasury. Please provide the contract number, the Contracting Officer, a phone number, and the remaining period(s) of performance on that contract vehicle. b) A Rough Order of Magnitude (ROM) for the proposed service to include a staffing plan and cost for the 5 year period of performance as listed in the draft RFP. c) The labor categories that would be used to perform in that specific area and the associated labor rate(s). These wages must be comparable to the wage determinations included as an attachment in Section J of the draft RFP referenced above. d) The geographic service area in which the potential subcontractor can perform the work (Regional, Nationwide, etc.). e) Business size or socioeconomic group information that may impact a resulting procurement strategy/award. Please provide a copy of the Section K Representations and Certifications in the solicitation referenced above or Online Representation and Certifications (ORCA) reference. One original hardcopy and one electronic copy are due by 2:00 PM EST on July 26, 2005. Responses shall be delivered to: Patrick Breen IRS, Office of Procurement OS:A:P:C 6009 Oxon Hill Road Oxon Hill, MD 20745 Hard copy responses shall be submitted on 8.5? x 11? paper, single-sided, with one inch margins and in Arial Font no smaller that font size 11. The electronic copy should be in either MS Word/Excel or PDF format All potential subcontractors who submit information under this requested will be provided future releases. NOTICE TO POTENTIAL OFFERORS: Award of any MEO subcontracts may be dependent on the approval of a deviation from OMB Circular A-76. If a determination is made that a deviation is needed, then it will be required prior to award of any contracts/orders resultant from this notice or any follow-up notices. This RFI should not be construed to be a commitment of any kind.
