- The National Cancer Institute (NCI), Radiation Biology Branch (RBB) plans to procure a Resonance Magnet and gradient real time digital control system on a sole source basis with Resonance Research, 10 Cook Street, Pinehurst Business Park, Billerica, MA 01821. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. Currently, NCI is actively seeking methods of measuring oxygen concentrations in tumors and normal tissue. The Electron Paramagnetic Resonance (EPR) project is developing a technique which would allow us the ability to measure the complete oxygen map of a tumor and its surrounding normal tissue. We have improved our techniques to a point where a new more homogeneous magnet and gradient system are required to advance our imaging achievements. The following unique specifications are required for the magnet and gradient system in order to meet the NCI requirements: 1) three axis gradient amplifier that is capable of handling 60 Amps per channel with a rise time of 250 microseconds, 2) A real-time digital control system that can sweep the magnet at high rates which is necessary to achieve the very high scan rates and, 3) A power supply of very high stability (+/- 20 ppm/8 hours at an output of 220 Amps. Resonance Research is the only source known to the NCI that can provide the magnet and gradient system necessary, which include (electronics: amplifiers, digital control systems, and power supply) to properly use the government owned Resonance resistive magnet and gradient coils. Hardware and software must be compatible with existing equipment. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 pm EST, on July 22, 2005. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
