Description
ALL RESPONSES TO THIS NOTICE SHOULD BE SENT TO THE WINNEBABO TRIBE AT THE ADDRESS SHOWN BELOW. The Winnebago Tribe of Nebraska (WTN) intends to acquire Architectural/Engineering services for the design of a new 20,000 SF building to house a Drug Dependency Unit (DDU) inpatient treatment program in support of the Indian Health Service Hospital in Winnebago, Nebraska. The estimated cost of construction is between one and five million dollars. Selection of a design firm will be based on evaluation of technical qualifications. Subject to price negotiation, the selected firm will be awarded a fixed price contract with an option for construction contract administration services. The design phase services are expected to proceed approximately six (6) months after the date of this synopsis and are to be completed approximately ten (10) months after contract award. Architectural/Engineering services shall include site verification of existing conditions, schematics, design development, construction documents, with optional construction administration. The prime contractor must be an architectural/engineering firm. The design of architectural, structural, mechanical, electrical, fire protection services shall be accomplished, reviewed and approved by architects and engineers registered to practice in the particular professional field involved in a state or possession of the United States, Puerto Rico, or in the District of Columbia. Consideration of the local climate is an essential element of design. Evaluation factors for this contractor selection are listed below in descending order of priority except that evaluation factors (1) and (2) are of equal value, evaluation factors (3) and (4) are of lesser equal value and evaluation factors (5), (6), (7) & (8) are of lesser equal value: (1) Professional qualifications of design team necessary for the required services. (2) Demonstrated expertise and experience in applicable aspects of design and construction administration in midwestern United States climate conditions. (3) Demonstrated expertise and experience in the design of in-patient substance abuse rehabilitation facilities. (4) Past performance by individual components of the design team and by the design team as a unit on comparable projects, in terms of cost control, quality control, compliance with performance schedules, and administration; for both design and construction phases. (5) Geographical proximity of design firm and consultant(s) principal office(s) to the project location. (6) Capacity and capability to accomplish the work as demonstrated by a description of the anticipated management plan and team organization for this project, including degree of principal participation, production coordination, division of work, scheduling, quality assurance, and cost control. (7) Extent of actual Native American professional and paraprofessional participation on the project. (8) Past Experience working with Tribal governments. --This acquisition is being conducted by the Winnebago Tribe of Nebraska under the provisions of Title 1 of the Indian Self-Determination Act, P.L. 93-638. ? The contractor who performs the A/E design for this project shall not be eligible for award of any subsequent construction contract for this project.--All submittals must be in duplicate. Unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete and effective response to this announcement are not desired.--All responsible sources may submit a SF-330 which shall be considered by the agency.
