Description
The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH) intends to negotiate on a sole source basis with West Virginia University, Morgantown, West Virginia, to perform a professional service contract for Automated Biomechanical and Physiological Assessment Suit (ABACAS) Project Planning and Development Support. The expertise required to perform this work includes the ability to provide guidance regarding the preparation of project proposals and technical oversight to a team of NIOSH/HELD project engineers as they pursue the development of unique biomechanical assessment tools aimed at providing improved methods for evaluating work-place hazards involving musculoskeletal injury. The Department of Industrial Management Systems Engineering of West Virginia University has the necessary resources to provide mentoring to our engineers on the project proposal process as well as broad technical capabilities to assist our investigators with the technical aspects of sensor development and applying these technologies to human test subjets. This blend of capabilities is needed to successfully develop and validate biomechanical assessment tools that can be applied to evaluate work-place exposure to potential musculoskeletal injury. The principal investigator and administrative support research associate must work closely with NIOSH investigators and engineers as well as NIOSH/ECTB support staff currently involved in the ABACAS project in order to provide necessary technical leadership as well as research and administrative support for the development and execution of the research proposal. NIOSH investigators will need to meet daily to weekly with the principal investigator and associated staff at the principal investigator?s laboratory in order to avail themselves of resources unique to the contractor?s laboratory which are necessary to accomplish the goals of the ABACAS project. Thus, the principal investigator and associate staff must physically reside at the NIOSH facility on a daily basis and must have access to our NIOSH computer services. The principle investigator for this project needs to be an expert in advanced human factors engineering with experience in developing human factors and engineering research proposals and mentoring doctoral and masters level students in proposal development and research. They should possess the expertise to guide instrumentation development, convey understanding about the application of technology to human subjects, and evaluate the validity of experimental results from new applied technology related to the type of biomechanical assessment tools targeted for development under this project. Pre-doctoral, doctoral candidate, and post-doctoral research assistance would be needed to assist the Principal Investigator. This announcement is being issued for informational purposes only; requests for quotations are not available. Organization that believe they can provide the required services are encouraged to identify themselves to the Contracting Officer within 15 days from the post date of this notice. Interested parties shall provide documentation which demonstrates they have the capabilities and expertise necessary to meet this requirements. Responses shall be submitted to Kimberly Groves at the address indicated. Please reference # 2005-Q-02193. A determination not to compete this requirement based on responses to this notice is solely within the discretion of the Government. If the agency determines it is appropriate to compete this requirement, a RFQ will be issued solely to the responders of this notice. A subsequent presolicitation notice will not be issued. All responsible sources may submit a response, which shall be considered by the Agency.
