Description
The Federal Emergency Management Agency (FEMA) intends on issuing a Purchase Order, utilizing Simplified Acquisition/Commercial Items/Sole Source procedures to Group 1 Software, Lanham, MD for the purpose of purchasing a COTS Address Correction, Geocoding & Spatial Client Server software package FOB Destination to Bluemont, VA. The software package consists of: A) Address Standardization and Correction: Product must accept US street addresses and standardize the address to meet USPS requirements. For example Street maps to ST, Avenue to AVE, Northwest to NW. Product must add zip+4 to standardized address, and correct the address when possible to add missing address information. Product must be able use conflated datasets, which provides the ability to geocode locations that may not exist in USPS data set. Examples are locations such as gated communities, general delivery areas, and other miscellaneous areas not eligible for US Postal delivery. Products must be able to be run in batch, real time- interactive, and web applications. B) Geocoding: Product must accept a standardized and corrected address and geocode the address to the specific location, determining the latitude and longitude of the physical address (not the zip+4 center point). Address level geocoding. C) Spatial Component: Product must accept a latitude/longitude coordinate and provide a PIP (Point In Polygon) capability to determine whether the given coordinate is within a given polygon defined by a map. The product must provide the ability for maps to be defined as polygons to support that lookup. The product must be able to determine the distance from the lat/long to the nearest border of the map so a 'confidence level' can be determined. Product must be able to create buffer zones, which can then utilize with confidence codes to help determine if the locations will need further validation to information to determine if the address is in/out of a hazard/flood plan area. The product must be able to identify the number of address within a certain area, i.e. hurricane tracks...... D) The product to meet the following technical requirements: a) The product must have an Application Programming Interface (API) available for integration with C++ or Java programs. b) The product must support the requirement to load various maps and associated data sets for PIP needs. Specifically, the ability to locate a given lat/long point in relation to Flood Plain Maps is required. Since various Flood Plain Maps are available on the market, the product must be able to operate with 3rd party Flood Plain Maps. c) Ability to append additional data to an address d) Additional tech requirement: products must support conflated data sets which combine the benefits of USPS data sets and commercially available data sets from Navteq, GDT-Teleatlas, etc. e) Spatial Component- products must be able to do multiple spatial comparisons in a single system "call" f) Unlimited user licensees for use in an Enterprise server wide environment. The NAICS Code: 511210; Small business size standard is $21 million. This notice is not a request for competitive proposals; however, any received responses must be in writing. The responses must be received no later than 07-22-2005, 15:00 Hrs EST. A determination by the Government not to compete this proposed requirement based on responses to this notice and other underlying factors is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The information submitted should contain adequate supporting documentation to allow the Government to make a determination as to whether or not a proposed Contractor is capable of providing the required goods. This notice also serves as a market research for possible small businesses who can provide the required goods.
