- The United States Environmental Protection Agency (USEPA) Office of Water, Office of Wastewater Management (OWM) and the Office of Ground water and Drinking Water (OGWDW), has a requirement for contractor support to provide technical, analytical and administrative support services to communicate methodologies and alternatives to promote compliance with Clean Water Act (CWA) and Safe Drinking Water Act (SDWA) requirements by states, local communities, and Indian Tribes. The USEPA has responsibility for implementing the Clean Water (CW) and Drinking Water (DW) State Revolving Fund (SRF)programs, authorized under the Clean Water Act (Title VI) and the Safe Drinking Water Act (Title XIV), to work with States, local communities, public water systems and Indian Tribes in assessing methodologies and alternatives in promoting the attainment of water quality standards. Responsible offerors shall demonstrate an ability to provide the level of effort, material, equipment, and facilities necessary to timely support the requirements of the statement of work, to include, technical support for national and state water program design, implementation and evaluation of alternative water treatment methodologies, assessment of cost impact, risk, and cost/benefit; support in the development and implementation of pollution prevention and water efficiency; support for State and Tribal Assistance Grants (STAG); small community outreach activities; documentary support, to include the preparation of informational materials, case studies, guidance materials, strategies, brochures, reports, fact sheets, handbooks, newsletters, training guides, slide shows, and videotape presentations; and the ability to organize and conduct public meetings, workshops, training programs, seminars and conferences. The resulting contract will include management of multiple, concurrent work assignments which will require long-term as well as quick turn-around responses essential to the statutory responsibilities of the Office of Water. The proposed contract type will be a level-of-effort cost-plus-fixed-fee contract consisting of a base period performance of twelve months, followed by four (4) optional performance periods of 12 months each, for a total potential performance period of five (5) years. Each performance period will consist of a maximum amount of 25,750 direct labor hours, being, 10,000 base direct labor hours plus 15,750 optional quantity direct labor hours, for a maximum combined total of 128,750 direct labor hours, base and all optional quantities, over the five (5) year life of the contract. The standard EPAAR solicitation provisions (EPAAR 1552.209-70 and 1552.209-72) requiring an offeror to certify that it is unaware of any potential Conflict of Interest or to disclose any potential Conflict of Interest of which it is aware will be a part of the solicitation. The standard EPAAR solicitation provision (EPAAR 1552.209-71) requiring a contractor to make full disclosure of any actual or potential Conflict of Interest discovered after contract award will also be a part of the solicitation. The requirement is 100% set-aside for small business. The applicable NAICS code is 541611 with a size standard of $6.0 million. The current projected start date of the contract is April 1, 2006. The solicitation will appear on the Internet under Solicitation Number PR-CI-05-10907 and may be accessed through the EPA?s home page on the World Wide Web (www.epa.gov).
