- Subject to final approval, The Department of Treasury?s Bureau of the Public debt (BPD), on behalf of the Armed Forces Retirement Home intends to negotiate a sole-source contract with Johnson Controls Inc. for the acquisition of maintenance and repair services. The Government intends to award a contract for one-year with two one-year option periods. Nature and Description of Action: The Armed Forces Retirement Home located in Washington, DC has a requirement for maintenance and repair of their pneumatic and electronic control systems for heating, cooling and ventilation. The contractor shall supply all material and labor to perform a comprehensive inspection and calibration of the pneumatic controls in the LaGarde Building and the Bowling Alley (Sheridan Building) at the Armed Forces Retirement Home-Washington, DC. Testing shall include all pneumatic controls, transmitters, and other related pneumatics that control heating, cooling, and ventilation, including but not limited to valves, dampers, temperature, pressure/electric (PE), electric/pressure (EP), and air handler units. A sole source to Johnson Controls Inc is intended for this task. The systems located within LaGarde and Sheridan Bowling alley areas are Johnson Controls Inc. (JCI) proprietary systems. As such, they are the only authorized entity who can repair/replace items within the systems. The installed equipment infrastructure that provides heating and cooling is electronically operated by a series of PLC?s (Programmable Logic Controllers). The HVAC system cannot be operated without the PLC?s because they control the functions of the equipment through a customized software program that is owned by Johnson Controls Inc. The Armed Forces Retirement Home pays a licensing fee for the use of this software. The fee is part of the cost of the monthly maintenance agreement. Since the software is a custom-designed application, there is no alternative available from other sources on the commercial market. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than 10 days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement or functional equivalent, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, a sole-source award will be negotiated with Johnson Controls Inc.
