- This is a combined synopsis/solicitation for commercial services prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a Solicitation for the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Florida Keys National Marine Sanctuary (FKNMS), Marathon, FL to sample and analyze data on elkhorn coral within the Florida Keys, for the base period of August 1, 2005 through July 31, 2006, and one (1) 12 - month option period. This constitutes the only Request For Quote (RFQ), written offers are being requested; and a written solicitation will not be issued. This notice is hereby issued as RFQ No. NCND6012500033CMM. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-04. The line item(s) will be delivered or picked up in accordance with the specifications listed below. The FAR clauses incorporated into this acquisition, located in Section B, shall be: 52.212-4 Contract Terms and Conditions ? Commercial Items (Oct. 2003), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Jul. 2005) (Sections 5, 14, 16, 17, 18, 19, 20, 26, and 27), 52.217-5 Evaluation of Options (Jul. 1990), 52.217-8 Option to Extend Services (Nov. 1999), 52.217-9 Option to Extend the Term of the Contract (Mar. 2000) {The Government may extend the term of this contract by written notice to the Contractor within 30 days provided that the government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. If an option is exercised, the period of performance shall be extended through the end of that option period. The option periods that may be exercised are as follows: Option I ? August 1, 2006 through July 31, 2007.}. The following Commerce Acquisition Regulations (CAR) clauses and provisions are also incorporated into this acquisition by reference and are located in Section D: 1352.215-77 Evaluation Utilizing Simplified Acquisition Procedures (Mar. 2000) {The Government will award a purchase order resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation results in the best value to the Government price and other factors considered. The following will be used to evaluate quotations: 1) Information provided must demonstrate the ability to collect samples as listed herein; 2) Information provided must indicate contractors ability to generate cultures and analyze data; 3) Information provided must indicate the ability to access the appropriate facility to maintain sample integrity; 4) Information submitted must demonstrate knowledge of molecular biology techniques; 5) Information submitted must demonstrate skill in written and oral communications to disseminate findings; 6) Past Performance. In addition to technical information and price, offers must include the following: 1) a completed copy of the provisions contained in FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; 2) certification of registration in the Central Contractor Registration database; and 3) Performance references for requirements that are comparable to those stated within.. Price proposal shall provide a breakdown of costs. Prices shall include the cost per job, total cost per year, and grand total of base plus option year. This is a firm fixed price solicitation. DESCRIPTION: Commonly known as elkhorn coral, Acropora palmate is an important shallow water reef framework builder in the Florida Reef Tract and is especially important given the longevity and limited recruitment of this species. The severe population declines of Acroproa palmate due to disease and bleaching 20 years ago have changed the composition, structure, and function of the Florida Keys coral reef ecosystem. It is known that corals harbor a diverse set of microbial symbionts associated with surface mucus layer and these microbial symbionts are likely to play an important role in the health and resiliency of corals. This study will establish important microbial flora data relative to Acropora palmate resiliency, and spatial distribution in the FKNMS. The use of Acropora palmate as a keystone species for the FKNMS can translate to other species, which also host microbial communities, throughout the system of National Marine Sanctuaries. REQUIREMENTS: The FKNMS is seeking a contractor to perform the following tasks. Task 1 - Field/Marine sampling of elkhorn coral surface mucus using needless syringe at varying locations throughout the Florida reef tract, including upper, middle, and lower Keys. The location for sampling will be determined onsite based on coral health. The number of corals sampled within each region will be between 20 and 40. Task 2 - Field/Marine sampling of seawater adjacent to the specimen elkhorn coral colony, for microbial composition. Task 3 - Generate cultures and analyze data from samples. Task 4 ? Identify bacteria and perform dereplication of marine culturables. Task 5 - Produce a reports on the findings of the above listed tasks. Reports will be due every 6 and 12 months for the life of the contract. Task 6 - Travel associated with marine sampling. Knowledge, Skills, and Abilities: Contractor must provide all equipment, facilities, and staff necessary to perform the tasks described herein. There are no benefits and the contractor is responsible for payroll taxes and insurance including medical. The contractor shall not be deemed a Federal employee for any purposes including Federal Tort Claims Act and Federal Employee Compensation Act purposes.
