Description

The General Services Administration, Pacific Rim Region, is requesting proposals from renewable electric generation suppliers to provide renewable energy certificates (RECs). The successful offeror will supply up to 203,000 MWH of RECs, for power produced October 2004 through September 2005. RECs must be for power produced by a source put into service in 1991 or more recently, must use solar, wind, geothermal or biomass generation, and must be within the WSCC grid area. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. The solicitation is attached. The Government intends to award a contract to the offeror that offers the lowest price per MWh for RECs as specified and meets the solicitation's minimum technical requirements. Supplier technical responses to the solicitation are due no later than 12:00 Noon PDST July 18, 2005, by fax to Mark Levi at 415.522.3311, or email Mark.Levi@gsa.gov. Pricing must be submitted no later than 10:00 AM PDST July 21, 2005, by fax to Mark Levi at 415.522.3311 or email to Mark.Levi@gsa.gov. This procurement is being conducted on an unrestricted basis. The NAICS Code for this procurement is 221119. Email questions to Mark.Levi@gsa.gov by Friday July 15, 2005 12 Noon PDST to assure response (an effort will be made to answer questions after that time). Answers to substantive questions will be posted to Fedbizopps under this solicitation.
