Description
The Department of Health and Human Services has a requirement for the acquisition of H5N1 avian influenza vaccine for the Strategic National Stockpile (SNS). This requirement is for the initial acquisition of 5 to 20 million doses of bulk vaccine product (assuming 15 micrograms per dose) to be formulated and filled into multidose vials, based on the availability of funds. The Government reserves the right to make single or multiple contract awards. Potential offerors must be able to manufacture an egg-based inactivated monovalent H5N1 vaccine at commercial scale using the same facilities, systems, equipment, and processes employed for the FDA-licensed seasonal trivalent influenza vaccine and using the virus reference strain rg A/Vietnam/1203/2004 (H5N1). Additional details will be provided in a Request for Proposals (RFP) that will be posted to the website www.Fedbizopps.gov. The RFP will be issued on the basis of full and open competition. All responsible sources may submit a proposal which will be considered by HHS. The time periods for publication of the RFP and for receipt of proposals have been shortened due to unusual and compelling urgency. Companies that are unable to meet the manufacturing requirement or the proposal due date may submit the following information which HHS will consider in future H5N1 vaccine acquisitions: (1) Name and address of company; (2) Name, telephone number, and email address of point of contact; and (3) Brief description (not more than one page) of the company’s progress in establishing the manufacturing capability and the anticipated date by which the capability will be achieved. The applicable NAICS code is 325414, Biological Product (except Diagnostic) Manufacturing, and the small business size standard is 500 employees.
