Description
The General Services Administration (GSA) seeks a qualified General Construction Contractor (GC) for Repair and Alteration project in Athens, Georgia. The building is the United States Courthouse and Post Office, 115 East Hancock Avenue, Athens, GA. 30601. The work to be accomplished includes generator replacement, replacement of the lightening protection system, historic window restoration and ornamental metal, and alterations to existing United States Marshals’ Service suite. Portions of the building will be occupied continuously during Construction. The United States Courthouse is on the National Register of Historic Places therefore successful experience in the area of historic restoration will be one of the evaluation factors. The Construction Contractor shall retain the services of a restoration specialty contractor for the historic window restoration/replacement project, and replacement of storefront doors with replicas. The contractor’s proposal package shall include the preservation specialist’s resume. The windows are determined to have lead paint. The contractor shall provide personnel familiar with all aspects of lead paint abatement; to include lead paint disposal in specified area. Contractor shall provide all specialized equipment and apparatus to safely remove, collect, haul and dispose properly including current licensing. Security barriers of the building shall be maintained through all phases of construction. The building shall not be left open at anytime during construction. The United States Marshals’ Service (USMS) suite requires technical and security upgrades to meet current USMS standards. This suite of rooms is located on the second floor of the historic courthouse. The current space will be reconfigured and expanded. Work includes demolition of existing space, new finishes, ceilings, floors, 2 holding cells, a soundlock, a squad room, prisoner interview rooms, and offices. The GC is responsible for the coordination and installation of detention hardware, conduit, cells, fixed furniture. Previous experience in maximum security detention construction will be one of the evaluation factors in the upcoming solitation. The contractor shall be able to obtain security clearances for all on-site personnel and sub-contractors. Clearances shall be sought through the Department of Homeland Security or the United States Marshal’s Service. Access to the construction site shall be limited to a five-day work-week during business hours. The services provided by the GC shall cover a specific range of restoration and construction services as detailed in the Drawings and Specification to be provided. The estimated dollar amount of the project is between $900,000 and $1.1 million. The technical factors to be evaluated are: 1) Organization Approach (40 points), offeror to submit a management plan describing how they propose to accomplish the work required in the Request for Proposal (RFP). 2) Qualifications of Key Personnel (30 points), offeror to submit narrative description of education, training and experience of each of the personnel which demonstrate their ability to successfully perform the work required under this Request for Proposal (RFP). 3) Experience and Past Performance of Offeror (30 points), offeror to submit narrative description of three (3) related projects performed within the last three (3) years, which demonstrate offeror’s ability to successfully perform the work requi4red under the RFP. For this contract, technical factors, when combined, are significantly more important than cost or price (iaw) FAR Part 15.101-a(2). The contractor will be responsible for visiting the project site. A site visit is mandatory and shall be scheduled by GSA at a later date. Construction is scheduled to start on or before December 2005, with a completion date of no later than June 2006. The project completion is approximately 180 calendar days after issuance of the Notice to Proceed. Bonds, Insurance and Security Clearances will be required prior to the start of any work. This procurement will be advertised on a restricted basis as a Small Business Set-Aside. The applicable NAICS Code for this procurement is 236220 with a Small Business Size Standard of $27.5 million. The anticipated issue date of the solicitation is July 25, 2005. Request for Proposal due date will be August 25, 2005.
