Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), intends to negotiate on a sole source basis with the University of Georgia, Athens, GA for services to perform site selection reviews for the modernized Cooperative Observer Program in the State of Georgia. Field survey teams will visit the potential observing sites and collect detailed metadata about the sites. The collected data will then be presented to the site selection team and the site selection team will make recommendations of sites for final selection to the National Weather Service. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Procurement by less than full and open competition is necessary because of the training by NWS and expertise possessed by the University of Georgia in managing field surveys in the atmospheric sciences and the familiarity with the nominated sites in the State of Georgia. The period of performance shall be from September 1, 2005 through March 31, 2006. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by July 23, 2005. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies. The applicable NAICS is 541990 with a size standard of $6M.
