Description
The U.S. Fish and Wildlife Service (FWS), Region 6 intends to issue a Request for Quotes (RFQ) for the service of a contractor to furnish all labor, materials, and equipment necessary to demolish, remove, and dispose of an office building; and restore the demolition site. The building is located on the Des Lacs National Wildlife Refuge, Ward County, North Dakota. All demolition debris shall be legally disposed of, off the refuge, at a legal disposal site. The building shall be demolished to the existing building foundation. Any depressions or holes shall be backfilled with local topsoil material and compacted. A 12 inch thick layer of local topsoil material shall then be placed over the demolition site and compacted. Feather finish grade smoothly with the adjacent undisturbed grade and sow with native grass seeds at a rate of 2 pounds of seed for 1000 square feet of surface area. The Contractor shall contact the Project Leader for the specific grass seed to be used. Asbestos containing material (ACM) has been used in the construction of the residence building and is found in the floors and insulation. The Contractor shall be required to contain, remove, and legally dispose of those asbestos containing materials located in the building. All work required to accomplish the asbestos removal shall be in accordance with a U.S. Fish and Wildlife guideline (this will be attached to the Request for Quotation), EPA, OSHA, and any other applicable federal, state and local government regulations. Impacting the asbestos removal work is the potential for rodent infestation throughout the building, so the presence of Hantavirus is possible. The Contractor will be required to take appropriate safety and health measures, in accordance with 29 Code Federal Regulations 1910.141. The Contractor shall be responsible to disconnect, remove (and/or cap), and identify utilities within the demolition area. The local utility company shall be notified of the demolition work in advance and in accordance with utility company requirements. Location of capped utilities shall be marked and shown on the record demolition drawings. The estimated price for this work is between $25,000.00 and $100,000.00. The North American Industrial Classification Code (NAICS) for this project is 238910; Site Preparation Contractors (includes Demolition, building and structure). The size standard for this NAICS is $12 million. This project is for demolition, which is considered a service, not construction. However, the Small Business Competitive Demonstration Program will be applied to this contracting action (see Federal Acquisition Regulation subpart 19.10). Therefore, this contracting action will be issued unrestricted. The tentative RFQ issue date is July 22, 2005. Note: The RFQ documents will be available electronically on the Department of Interior website at http://ideasec.nbc.gov and also on the Federal Business Opportunities website http://www.fedbizopps.gov. Paper copies WILL NOT be available.
