Description
NAICS Code: 334519 In accordance with FAR subpart 13.106-1(b), the U.S. Environmental Protection Agency (EPA) seeks to award on a sole source basis to Pranalytica, Inc., for the purchase of a photoacoustic NH3 Detector (Nitrolux-200MPX-2). The US EPA, National Risk Management Research Laboratory (NRMRL) located in Research Triangle Park has undertaken a project to measure the bi-directional flux of NH3 over forest and agricultural vegetation canopies. Due to very low NH3 concentrations expected (<2 ppbv) and harsh environmental conditions under which samples will be taken, the NH3 detection system must meet these requirements: operate continuously and have minimum detection limit of 200 pptv or less, with a precision of +/-5%; measurement time of 15s or less; must be highly selective for NH3 (i.e. no interference from other ammonium containing compounds) and must not require conversion or concentration of the sample prior to NH3 detection; must contain a second independent detection cell for NH3; must weight 80lbs or less and contain an internal vacuum pump which draws 400 sccm or less; physical dimensions of complete system must not exceed 24"Wx24"Dx12"H; and must have onboard data storage capacity with a graphical user interface as well as RS232 and 0-5volt signal output capability. Interested parties who feel that they possess a product that can meet the requirements above can submit technical documentation to establish the potential of complying with the specifications. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the EPA not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
