- SOURCES SOUGHT SYNOPSIS 6 JULY 2005 Kabul Contracting Office, Afghanistan, Joint Contracting Command ? Iraq/Afghanistan (JCC-I/A), is seeking sources to provide vehicle maintenance and supply chain management for the Afghan National Army (ANA). The purpose of this Sources Sought Synopsis is to seek firms interested in submitting a proposal in response to this requirement. The estimated period of performance for this acquisition will be base year plus 2 option years, starting approximately 1 October 2005. This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. At a future time a solicitation will be posted on FedBizOps. This Sources Sought Synopsis is in support of market research being conducted by the Army to identify capable potential sources. Contractors responding to this Sources Sought Synopsis shall submit the following information to: Capt Matthew Lund, email: LundM@cfc-a.centcom.mil, by 18 July, 2005. Background: The Afghan National Army is in a development stage. There are currently no vehicle maintenance personnel in the ANA. Maintenance has been contracted out piecemeal by US forces. This requirement is intended to fill the need for nationwide, organized maintenance of ANA vehicles. The ANA currently operates the following vehicles: Kamaz Jeeps Waz Jeeps TATA Trucks ? 5 tons Mercedes Trucks ? 5 tons U.S. built Trucks - 2.5 tons U.S. built Trucks ? 5 tons Bedford ? 5 tons Ford Rangers Buses ? 82 passenger Motorcylcle Atlas Forklifts Generators Vehicle Maintenance services will be required at the following locations in Afghanistan: Kabul (three shops) Mazar-e-Sharif Herat Kandahar Gardez Required Information: The focus of this Sources Sought Synopsis is to provide vehicle maintenance and parts supply chain management for the ANA vehicle fleet. Maintenance and parts supply management primarily consists of the following: scheduling and conducting preventative maintenance, repair of vehicles, parts ordering and parts warehouse management. Additionally, the contractor will be required to maintain an accurate management information system of the ANA vehicle fleet and parts in inventory. The contractor?s submittal shall be no more than five (5) pages, single-spaced and one sided, in Times New Roman 12 font, with one-inch margins. The contractor?s submittal can also contain up to an additional five (5) pages of graphic material as necessary. The page limitation does not include the cover letter. Contractors responding to this Sources Sought Synopsis shall submit the following information: 1. The contractor shall provide documentation showing that they have had experience within the last three (3) years in vehicle maintenance and parts inventory management as the prime contractor or sub contractor. 2. The contractor shall describe their approach and ability to provide capabilities and knowledge to maintain the ANA vehicle fleet. 3. The contractor shall describe their ability to establish and implement a vehicle parts supply chain system and automated management information system. 4. The contractor shall identify their experience managing multiple maintenance sites. 5. The contractor shall identify their experience and expertise in doing business in a third world country. 6. Indicate whether you are a U.S. or foreign owned firm. 7. Provide current customers POC, addresses, phone number, service(s) provided. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not reimburse the respondents for any costs associated with their responses. This synopsis does not constitute a Request for Proposals (RFP), or an Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to the Sources Sought request. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided.
