Description
NOTICE OF CONTRACT ACTION on a sole source basis. HQ Space and Missile Systems Center (SMC), MILSATCOM Joint Program Office (MJPO), intends to award a contract on a sole source basis to LinQuest Corporation, 6701 Center Drive West, Suite 425, Los Angeles CA 90045, for continuing MJPO Systems Support and Software Tools Development and Sustainment with a primary focus on the Advanced Extra-High Frequency (AEHF) program. The contract type is Cost-Plus-Award-Fee (CPAF). The contract will have a two-year base period of performance with four one-year options. This effort is for key independent technical advisory services to the Government. The requirement consists of the following: systems engineering for the AEHF program, including ongoing efforts in the areas of development, test, computer simulation/verification, performance analysis, operations analysis, information assurance product development, interface documentation and control, and operational transition planning, AEHF system integration, supporting the MJPO in the integration of all aspects of the AEHF program, including resolution of technical and schedule issues involving program contractors and stakeholders. The requirement also includes technical support for AEHF International Partner interoperability and systems analysis and integration support for the MJPO portfolio, to include both current and future systems. This notice of intent is not a request for competitive proposals. Interested companies with the capability of performing subcontracting support of these requirements should contact LinQuest. A sources sought synopsis for this effort was published on 15 April 2005, and resulted in a finding that only one source could satisfy the requirements. A Justification and Approval to contract with LinQuest was approved on 23 June 2005. The Government intends to release a Request for Proposal on or about 15 July 2005. The small business size standard is 1000 employees. This announcement is for information and planning purposes only.
