Description
THIS NOTICE IS FOR INFORMATION ONLY ? The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with the National Association of State EMS Directors (NASEMSD), 201 Park Washington Court, Falls Church, VA 22046-4527. The Public Health Service Act, Title XII - Trauma Care, Section 1201, P.L. 101-590 authorizes HRSA to lead in the development of effective, comprehensive and inclusive statewide trauma systems. One of HRSA?s roles is to highlight best practices and to create a model for State trauma systems. The purpose of this procurement is to provide HRSA (a) meeting time at The National Association of State EMS Directors Annual Meeting to showcase HRSA?s New Model Trauma Systems Planning and Evaluation (MTSPE) tool to State EMS Directors and State Trauma System Managers,(b)a model template for a State Trauma Plan based on the MTSPE,(c)written guidance on how a State can transition to the new plan. This Plan and Guidance will become the companion tool document for the MTSPE. In addition, this procurement will provide(d)a multidisciplinary meeting (12 total) of EMS directors, State Trauma Managers, and representatives from the ACS trauma system consultation process to discuss the MTSPE and review the draft MTSPE Template and Transition Guide. The NASEMSD will(e) offer for electronic view the revised draft MTSPE to the total NASEMSD membership and will provide(f)a final document incorporating comments.(g)The NASEMSD will offer the final MTSPE Template and Transition Guide to the total NASEMSD membership and will provide a (h) direct link from the NASEMSD website to the HRSA Trauma-EMS Systems Program website.(i)A final report will be due. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13, Simplified Acquisitions. The period of performance for this project is one year. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file. HRSA?s target audience is the Directors of State EMS programs and Trauma Systems Managers. The NASEMSD is the only national organization for EMS Directors and it has a membership that is made up of State EMS Directors. Most State Trauma Systems Managers report to the State EMS Directors, therefore the organization is uniquely positioned to disseminate information to the EMS community and to coordinate State EMS Managers in developing and accepting a universal EMS. In addition it is deemed the only source to complete all tasks because it is sponsoring a national meeting at which HRSA can buy presentation time to reach the correct audience, and it has proprietary rights to membership information to whom HRSA wishes to disseminate the new EMS tool for review and comment. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all capability statement or proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
