- This is a sole source combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Part 12, Acquisition of Commercial Item, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The North American Industry Classification Systems (NAICS) Code is 811213 (Communication Equipment Repair and Maintenance). This also serves as a notice of intent to negotiate on a sole source basis (Ref. FAR 6.301-2, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements), with Bellsouth Telecommunications Inc of 2180 Lake Boulevard NE, Atlanta, GA 30319-6004 on other than a full and open competitive basis because they are the only vendor uniquely qualified to properly provide the required service. Bellsouth possess all design information and technical documentation regarding the maintenance of the items. The offeror shall provide separate pricing for each of the following contract line item numbers (CLINs) 0001 - Lcl Channel Transmit/TMESTsvc, Main SDI circuit to Crawford Communications, 0002 - Lcl Channel Receiv/TMESRsvc, Main SDI circuit to Crawford Communications; 0003 - Interoffice Channel/1L5F3svc, Main SDI circuit to Crawford Communication; 0004 - Interoffice Mileage/1L5A3svc, Main SDI circuit to Crawford Communications; 0005 - Lcl Channel Receiv/TMESRsvc, Backup SDI circuit to Crawford Communications; 0006 - Lcl ChannelTransmt/TMESTsvc, Backup SDI circuit to Crawford Communications; 0007 - Interoffice Channel/1L5F3svc, Backup SDI circuit to Crawford Communications; 0008 - Interoffice Mileage/1L5A3svc, Backup SDI circuit to Crawford Communications. This procurement?s place of performance will be 1600 Clifton Road NE, Building 6, Room 253, Atlanta GA 30333. The Government elects to award any, all, or none of the items above. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation will be based on the following factors (1) Technical capability of the Service offered to meet the Government requirement; (2) past performance (see FAR 15.304); and (3) Price reasonableness and realism. The clauses that apply to this solicitation are listed in the contract. A firm-fixed price contract will be awarded as a result of this solicitation.
