- Description
- The Social Security Administration (SSA) has a requirement for the services of a contractor to convene an expert panel of vocational and occupational medical experts and disability policy and program experts for a study that will review the value and efficiency of using vocational experts at various levels of the disability determination process currently used by SSA to determine eligibility for the Social Security Disability Insurance (SSDI) and the Supplemental Security Income (SSI) disability programs. The purpose of this study is to enhance the expertise needed in disability decision making related to functional limitations of a claimant’s ability to perform jobs available in the national economy. The contractor will direct and oversee the project and work with panel members, as necessary, to develop the required research and policy papers on which the expert panel will deliberate. The contractor will convene an expert panel to 1) assess the current use of vocational and occupational medical expertise throughout SSA’s disability determination process; 2) determine how to provide needed vocational and occupational medical expertise at all levels of the disability determination process to improve the quality of case adjudication; 3) determine how the needed expertise should be provided – specifically, should SSA create a national or regional cadre which would be available to all disability adjudicators?; and 4) determine what qualifications candidates should have to provide vocational and occupational medical expertise. SSA anticipates awarding a firm-fixed price (with reimbursable travel) contract with a period of performance of 27 weeks from the date of award. The North American Industry Classification System (NAICS) code is 541720, with a size standard of $6.0 million. Solicitation number SSA-RFP-05-1037, is scheduled for release on or about May 6, 2005, with proposals due 30 calendar days thereafter. The solicitation will be available for downloading from the Federal Procurement website at www.fedbizopps.gov. HARD COPIES OF THE RFP WILL NOT BE MAILED. Potential offerors are responsible for accessing the FedBizOpps website to check the status of this requirement and to keep current with any amendments that may be issued.
