- NASA/KSC has a requirement to upgrade current security and training systems at the NASA Federal Law Enforcement Training (NFLET) Firing Range. The upgrades include: Repair and upgrade of the 25 yard turning targets on Range #2 with pneumatic cylinders with fittings, brackets, and flo controls. Installation of a pneumatic valve assembly with solenoid and an air cooled aftercooler and desiccant filter assembly. Upgrade of the existing 15 position pneumatic turning target system on Range #3 to include manual reset bars, replumbing and rewiring of the target system infrastructure, replacing all cylinders and valves, and installing a new computer operating system to utilize the shoot back trailer laptop and software. Relocation of the existing 52 panel Pistol Grade Shoot House, and reconfiguration to a new floor plan. NASA/KSC intends to procure these items and have them installed by Porta Target, Incorporated of Grant, Florida. The Government requires Porta Target to complete these upgrades for compatibility reasons, as they will be upgrading equipment previously installed by Porta Target. This equipment has many training lesson plans and drills associated with movement and placement, therefore no new ideas or apparatus will function for the current firearms training programs at KSC. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on July 13, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
