- NAICS Code: 541511 The U. S. Environmental Protection Agency (EPA) intends to award a purchase order, using FAR Part 13 procedures, for ME Receptor Model Development for Rotational Control. The purpose of the order is to develop a stand-alone executable of ME-2 that builds upon the previously developed executables and incorporates source profile and/or contribution constraints. These versions of the program will be registered to the U.S. Environmental Protection Agency and the EPA will be able to freely distribute the programs at no cost to the users. Inputs to the executable will include sample concentrations, sample uncertainties, supplementary data (factors such as weekend/weekday), and profile/contribution constraints expressed through direct rotational control, targets and tolerances, or physically-relevant properties. Outputs from the executable will include model diagnostics, source profiles, sample source contribution estimates, factor coefficients, and measures of whether the data support the profile/contribution constraints. In addition, the executable shall provide estimates of uncertainties in these model outputs. Period of performance is expected to be one year from award of the purchase order. A Request for Quotations (RFQ) with complete information will be posted in approximately 15 days on the EPA's website at the following address: http://www.epa.gov/oam/rtp_cmd/ Hard copies of the RFQ will not be available. Offerors should note the Quality requirements of this procurement. As part of their quotation, offerors must provide a description of their organization's quality system and a brief quality assurance project plan consistent with G-5M or the "Review Criteria for Category 4 Modeling QAPP." The EPA's G-5M document is posted at the following web address: http://www.epa.gov/quality/qs-docs/g5m-final.pdf A copy of the Category 4 document is posted on the EPA web site along with the RFQ. Offerors must submit both a technical proposal and a price proposal. The technical proposal must include responses to the Technical Evaluation Criteria posted with the RFQ, as well as the required Quality documentation. In determining the best value for the government, responses to the Technical Evaluation Criteria are considered significantly more important than price. The cost proposal must show costs broken out for each Task. Additionally, the quotation must stipulate that the EPA will be allowed to distribute all executables developed under the procurement at no charge. All future information about this acquisition, including amendments (if any) will be distributed solely through the EPA's web site.
