- NAICS Code: 334516 In accordance with FAR Part 12 and Part 13, Commercial Simplified Procedures, the U. S. Environmental Protection Agency intends to negotiate on a SOLE SOURCE BASIS with Cerex Environmental Services of Atlanta, GA, to manufacture a custom version of their UV Sentry open-path spectrometer system capable of measuring sub part per billion concentration of several air toxic compounds. The U. S. Environmental Protection Agency's office of Air Pollution Prevention and Control Division (APPC), Emission Characterization and Prevention Branch (ECPB) conducts research in open-path monitoring of air pollutants using optical instrumentation. This requirement is for a particular type of open-path optical instrument utilizing ultraviolet light as a probing beam. The ECPB research group has established that Cerex Environmental Services is the only company that offers this type of specialized product due to their unique technical capabilities and patented systems. The instrument shall be configured for deep UV operation (below 200 nm) using a special deuterium lamp source. The instrument shall be customized for operation at long optical path lengths approximately 250 m between lamp source and the receiver. To achieve the long paths, the optics of the instrument shall be specifically prepared with deep UV reflective coatings and the fiber coupling system shall be customized. Included in the instrument shall be a copy of the UV air monitoring software and a complete copy of the current spectral library. The software shall be fully Microsoft Windows XP compatible and the results shall be reported using Microsoft Excel. This procurement will be accomplished under FAR Part 12, Commercial Acquisition Procedures. Interested firms may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this acquisition bases upon responses to this notice is soley within the discretion of the Government.
