Description
NAICS Code: 541710 In accordance with FAR subpart 13.106(b), the U.S. Environmental Protection Agency (EPA) seeks to award professional services on a sole source basis to the Universities Space Research Association (USRA) based on the following circumstances outlined below that only one source is available. This requirement is to provide professional services for the project titled, "Chemical Analysis of PM2.5 (OMIS #5192a)". The characterization of PM2.5 nanostructure, surface chemistry, and elemental composition are required for source apportionment and attribution and health affect research being accomplished at EPA. The contractor will have to have the following: ability to conduct microscopic and analytical electron spectroscopies of PM2.5 samples; possession of the working code for the fringe analysis of High-Resolution Transmission Electron Microscopy (HRTEM) images; demonstrated application of this code to a nanocarbon material with increasing degree of graphitization; benchmarked the code against traditional measures such as Raman and X-ray analysis; applied the code to several forms of particular matter. The U.S. EPA-Office of Research and Development in Research Triangle Park, North Carolina, is only aware of one source that is available for this project. EPA requires use of the only known working code for the fringe analysis of HRTEM images developed by Dr. Randy Vander Wal and colleagues at USRA. Dr. Vander Wal's research group currently studies metals in nanomaterials, has considerable expertise in experimenting with metal oxides on size scales relevant to fine particulate matter and skill in microscope operation. USRA is the only research group that has the necessary code, staff trained and experience in application of the code, and has demonstrated competence in dealing with several forms of particulate matter. The unique experience and capabilities that Dr. Vander Wal and colleagues at USRA possess are essential to the completion of this project. Interested parties, who feel that they possess the capabilities to perform the services described above, should provide a capabilities statement demonstrating how their qualifications, experience, and ability to provide a working code for the fringe analysis of HRTEM images. A statement of work and any other applicable documents will be made available upon request. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Documentation must be received within fifteen (15) days after the date of publication of this synopsis to be considered by the EPA. Telephone request will not be honored. A determination by the EPA not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
