Description
NAICS Code: 541620 In accordance with FAR subpart 13.106(b), the U.S. Environmental Protection Agency (EPA) seeks to award professional services on a sole source basis to the University of Wisconsin based on the following circumstances outlined below that only one source is available. This requirement is to provide professional services for the project titled, "Assessment of Distribution of Prions During Wastewater Treatment". This project is a follow-on to 2004 US EPA's Region 8 RARE research project, "Prion Fate in Wastewater Systems". The data generated will be used to 1) enhance the understanding of the fate and persistence of prions in wastewater treatment systems, 2) aid in the development of best management practices for handling and disposing of prion-contaminated waste; and 3) help guide the selection and promulgation of US EPA regulations concerning the discharge of prion-contaminated wastewater in primarily publicly owned treatment works (POTWs) and septic systems. The U.S. EPA-Office of Research and Development, National Risk Management Research Laboratory in Cincinnati, Ohio is only aware of one source that is available for this project. The University of Wisconsin is the only source that is capable of conducting this research on the fate and transports of prions in wastewater treatment systems. It is the only research institute in the United States with facilities having an acceptable safety protocol for conducting engineering studies using prions. The University has ongoing work to develop the analytical methodologies for detecting prions in the environment outside of infected animal tissue and have synthesized the only labeled prions in wastewater systems for the past year under the guidelines of the 2004 US EPA Region 8 RARE research project. As a result of the above, the University of Wisconsin is the only acceptable source that can provide the required services for this requirement. Interested parties who feel that they possess the capabilities to perform the services described above, should provide a capabilities statement demonstrating how their qualifications, experience, and ability to provide a greater understanding of prions in wastewater treatment systems. A statement of work and any other applicable documents will be made available upon request. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Documentation must be received within fifteen (15) days after the date of publication of this synopsis to be considered by the EPA. No phone requests will be honored. A determination by the EPA not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
