- Description
- The Office of Naval Research (ONR) intends to negotiate with Science Applications International Corporation, 4001 N. Fairfax Drive, Arlington, VA 22203, on a sole source basis to incorporate Maritime Synthetic Range (MSR) Connectivity and iNet Accreditation into sole source Contract No. N00014-05-C-0013. The contract currently supports the Navy?s MSR located in the Navy?s Pacific Missile Range Facility (PMRF). The MSR Program is developing a synthetic range connected to PMRF for evaluation of hardware/software systems, as well as training for warfighters. In order for MSR to connect to PMRF?s iNet and DREN/SDREN networks, iNet Accreditation is required. The additional effort is expected to last six months. The objectives include 1) assess current accreditation status of PMRF networks and analysis of MSR data sharing requirements; 2) propose possible solutions to the MSR data sharing requirements; 3) develop, document, and verify the chosen solution; and 4) procure, configure, and test hardware and software necessary to implement the chosen solution. While performing the above functions, the contractor shall continue to maintain previously developed MSR technologies, continue to develop technology solutions for MSR that support experimentation within the operational environment at PMRF, and perform all other tasks awarded under the Basic contract. SAIC has been providing support to the facility since Government fiscal year 2000, resulting in unique capabilities that cannot be recovered through competition without substantial duplication of costs. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 Applies
