Description
The Naval Air Warfare Center Weapons Division intends to procure one each 3-D Scanning Laser Doppler Vibrometer System, PSV-400-3D, from Polytec, Inc on an other than competitive firm fixed price basis. Shipping, rigging and installation will be included in the firm fixed price. Delivery of the unit is FOB destination to the Naval Air Warfare Center Weapons Division China Lake, CA 180 days after award of contract. A portion of the required performance specifications/features include: 1) 3D Dynamic non contact measurements; This instrument must measure and sample in 3 dimensions for full dynamic vector analysis (velocity, displacement, acceleration).2) Integrated 3D Topographic Measurements; An integrated surface topography function is required for 3-D vector measurements. Measurements need to be superimposed in 3D geometry of the test sample; 3) Instrument needs to measure 10m/s Upper Velocity Limit on Measurements Normal to the Test Surface: Measure up to 9,000,! 000 G Upper Acceleration Levels: Necessary for Military & Defense related work in shock and Pyroschock testing.; 4) Instrument must have 4-channel (3-scanning, 1-reference) Scanning Vibrometer; Optional, 8-Channel (3 scanning, 5-reference): Be able to acquire three scan channels simultaneously at given point and one reference channel (or 3 to 5 reference channels with the 8-channel option) for processing and calculation of frequency responses with respect to the reference channels. System must also calculate the cross power spectral product functions and coherences; 5) Instrument should have 7 velocity ranges: 1, 2, 10 and 50 mm/s/V (digital) and 10, 100 and 1,000 mm/s/V (analog); 6) Minimum velocity resolution <0.1 ?m/s/?Hz, must reliably measure objects at or near rest (less than 60 - 70 ?m/s); 7) Live and interactive video image with fully remote and automatic functions: many automatic and remote controlled features (auto focus, programmable focus, programmable scans, ! etc) to ensure operation from a remote location (up to 20 m); 8) The instrument needs to include a built-in waveform generator with a selection of wave forms and user-defined programmable wave forms; 9) Signal drop-out reduction is available; 10) Instrument must be able to measures large parts (3m x 4m) to tiny parts down to 1mm x 1mm; 11) Instrument must maintain angular scan resolution (around <0.002?, stability <0.01?/hour stability); 12) Laser speckle dithering for area scan in diffuse reflecting surfaces which exhibit different reflecting properties from site to site is available. Instrument must be able to search for best location for backscattered light intensity with the laser beam by steering around a few microns in the neighborhood of the selected scanned point to obtain optimum data quality; 13) Signal Enhancement (Scan Point Data Quality Menu & Display Measures & Actively Compensates the FFT Signal-to-noise Ratio) is available to ensure that during scanned m! easurements, each scanned point is evaluated and a color menu is displayed telling the user the status of the measurement; 14) Instrument is capable of drawing area scans on video image of test object with user-defined scan point densities (multiple object density scan selection) without the need to re-scan the area; 15) Instrument provides data compatibility with Other Programs (UFF, ASCII, VBA interface), provides universal files converter, single-point ASCII and offers "Polyfile Access" for transferring all data at all scan points to programs with VBA interface (such as Excel). An Optional one-year Extended Service Warranty will be included in this procurement. Training on-site to be provided for 2 people minimum during installation and set-up testing. Service technicians shall be available within a 72 hour response time at Naval Air Weapons Station for warranty work. A detailed performance specification will be provided with the solicitation that will be issued on o! r about 20 July 2005. The solicitation will close 19 Aug 2005. Responses to this intent to solicit, other than from the source listed, will be required to submit information in writing to verify their prior experience in manufacturing 3D Laser Vibrometers meeting the performance criteria addressed above.
