Description
The Naval Air Systems Command (NAVAIR) intends to negotiate a sole source delivery order against Basic Ordering Agreement (BOA) N00019-04-G-0013 with The Boeing Company, 3801 S. Oliver Street, P.O. Box 7730, Wichita, KS 67277-7730 for E-6 Service Life Assessment Program (SLAP) Phase 2. The Phase 2 effort continues the study effort that was started in Phase 1. This Phase will use the information generated in the previous phase to conduct a detailed analysis on the 50 locations identified by the SLAP IPT as the most critical fatigue life limiting structures of the E-6B. The contractor will create a detailed finite element model on the top 5 critical locations, conduct detailed stress/strain analysis, and conduct detailed durability and damage tolerance analysis on the 50 locations determined by the SLAP IPT. Under Phase 2, the contractor will deliver an E-6B Detail FEM Development Report, an E-6B Repeated Internal Strain/Stress Report, an E-6B Durability Analysis Report, an E-6 Damage Tolerance Analysis Report, and an E-6B Life Enhancement Study Report. This presolicitation announcement is not a contract, or a request for proposal, or a promise to contract, or a commitment of any kind. The Navy will NOT assume liability for costs incurred by any offeror for travel expenses, presentations, marketing efforts or data related any data offered for examination; therefore, the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government. See Notes 22 and 26.
