Description
The U.S. Geological Survey (USGS), National Center for Earth Resources Observation and Science (EROS), has a requirement for A&E Services to complete construction documents, including specifications, floor plans, and project drawings for the Classified Information Handling Facility (CIHF) located at the National Center in Sioux Falls, South Dakota. This will be a Sensitive Compartmented Information Facility (SCIF) approximately 2,000 square feet in size. This facility will house an extensive archive of remote sensed data of the Earth. The purpose of this notice is to announce the intent to negotiate on a sole source basis with CTA Architects and Engineering, Billings, Montana. In accordance with FAR 6.302-1, Only One Responsible Source and No Other Suppliers will Satisfy Agency Requirement for continuation of design and production of construction drawings for the facility. Completion of this project is a follow on effort of Feasibility Study previously provided by CTA under a previous contract. It has been determined that replacing CTA with a new firm would severely burden the government with a loss of critical knowledge in architectural, engineering, and scientific details needed for this new facility and would lead to delays due to time lost in bringing a new contractor up to speed which would produce a substantial duplication of costs that would likely not be recovered through competition. This is not a request for proposal. However, if another firm believes it can perform these services without a negative impact to the project, they are invited to submit an affirmative response. Should additional sources be identified who feel they can complete the requirement without a loss of time or duplication of costs, they are invited to submit in writing an affirmative response to this announcement within 15 days of this notice. An affirmative response must include a demonstration of their ability to provide an equivalent service, rationale as to why they should be considered, and demonstration that a new A&E firm would not negatively impact costs, quality, or schedule. This information will be evaluated to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information shall be considered non-responsive, without further consideration. This notice may represent the Government's only official notice of this procurement.
