Description
DESCRIPTION: This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. Solicitation No. 201815Q029 is issued as a Request for Quote (RFQ) and will be awarded as a Purchase Order using simplified acquisition procedures. The NAICS Code number is 562111. The acquisition is considered unrestricted and opened to large and small business concerns. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-25. BACKGROUND: The U.S. Fish and Wildlife Service, Treasure Lake Job Corps, Indiahoma, Oklahoma, requires trash waste collection disposal services by furnishing all trash containers, material, equipment and labor to perform the trash waste collection and disposal services two times a week, which also includes the steam cleaning of three containers at the dining facility, as specified in the Statement of Work, (Attachment 1 - 1 page. Year round operation: Anticipate services beginning September 01, 2005 through August 31, 2006. The provision at FAR 52.212-01, Instructions to Offerors-Commercial Items, 52.212-02, Evaluation Commercial Items, are applicable to this acquisition, FAR 52.212-03 Offeror Representations and Certifications - Commercial Items, the Clause at FAR 52.212-04, Contract Terms And Conditions-Commercial Items, and the Clause at FAR 52.212-05, Contract Terms and Conditions required to Implement Statues or Executive Orders-Commercial Items, 52.204-07 Central Contract Registration, FAR 52.236-13 Accident Prevention, 144802-038 Electronic Commerce Website, and R2-036 Questionnaire of Bidder's Responsibility apply to this acquisition. Evaluation of Commercial Items: the Government will award to the responsible offeror based on 1. Technical capability of the services offered to meet the Government requirement; 2. Past performance: 3. Price. Technical and past performance when combined, are of greater importance when combined, when compared to price and is considered most advantageous to the Government. Vendors wishing to respond to this combined synopsis/solicitation should provide this office with the following: price quote less discounts with correct remittance address, and a completed copy of FAR Clause 52.212-03, Offeror Representations and Certifications-Commercial Items. The Offeror agrees to hold the prices in the offer firm for 30 calendar days from the date specified for the receipt of offers. CITE: STATEMENT OF WORK/SPECIFICATIONS General Description: The Contractor shall as an independent agent and not as an employee of the government provide all material, equipment, labor and materials to perform the refuse collection and disposal service for the Treasure Lake Job Corps Center. The Contractor shall provide the service in accordance with local health and sanitation standards. Care shall be taken to avoid spillage and littering during refuse collection and hauling, and if it should occur, shall take immediate action to clean it up. No refuse is to be fed to livestock or poultry. Refuse Containers Description and Maintenance: The Contractor shall furnish fourteen (14) metal, watertight refuse containers, on casters, and with lid covers. One container shall be approximately two (2) cubic-yard capacity each, and thirteen (13) containers shall be approximately three (3) cubic-yard capacity. The Contractor shall maintain the containers and steam clean them, as necessary, in order to keep them clean and sanitary in accordance with Federal, State, County, and local Health Standards. The three (3) - three (3) cubic-yard refuse containers located at the dining facility shall be replaced with clean sanitized refuse containers, on a on call basis, not to exceed six (6) times per a 12 month period. All steam cleaning shall be done at the Contractor's facility. Delivery Point: All services described in the Schedule shall be performed within the boundaries of the: Treasure Lake Job Corps Civilian Conservation Center, Rt. 1 Box 30, 5 miles North - 1 mile East of Indiahoma, Oklahoma 73552. Service Days and Times: The refuse collection and disposal services are to be performed twice a week. Actual days of service will be either Monday and Thursday or Tuesday and Friday. The days for service will be established by mutual agreement between the Contractor's Representative and the Contracting Officer prior to start of services. The established schedule will remain the same for the entire contract unless changed by written modification. The only exception will be that if service is scheduled for a day that is a Federal holiday that service will be provided on the closest work day prior to the holiday. Location of the Containers: The specific locations for containers will be determined by mutual agreement between the Contractor's Representative and the Contracting Officer after award of the contract. 201815Q029 Attachment 1 Page 1 of 1
